What are the responsibilities and job description for the BH/DS Clinician I position at City of Virginia Beach?
The City of Virginia Beach Department of Human Services is seeking to fill multiple Clinician I positions for the DS Case Management program in the Developmental Services Division. We are looking for candidates who have one (1) year or more experience working with the ID/DD population and who are QDDP certified with the VA Board of Licensing.

Duties:
- Perform difficult, complex assessments, and clinical intervention (including consumers with dual diagnosis) in case management.
- Develop routine service plans with the consumer, family, caretakers, or other relevant parties, links, coordinates, and monitors consumer care and services.
- Provide leadership in the implementation of planned consumer services; strategizes and implements the development of needed resources and services.
- Provide appropriate, timely case documentation in accordance with requirements of quality assurance, Medicaid, license certification standards, and professional ethics and standards.
- Provide direct case management services to individual consumers and their families based upon a thorough assessment of the consumer’s situation, wants, and needs.
- Maintain case management caseload (28 ) of Medicaid State Plan Option and waiver consumers and non-Medicaid consumers.
- Perform initial intakes and routine assessments to determine consumer’s interests, strengths, and needs and evaluate progress.
- Develop service plans that are clear, quantitative, and individualized to the consumer’s needs.
- Meet with clients based on the required meeting schedule as established by the state, division, and/or department.
- Enter consumer data into the department’s electronic healthcare record application accurately and within deadlines to ensure licensure compliance and timely billing submission and reimbursement.
- Ensure all plans and documentation are in a format approved by the Continuous Quality Improvement division and in compliance with Medicaid and licensure standards.
- Maintain consumer charts in accordance with department, division, Medicaid, and licensure standards.
- Effectively respond to crisis or emergency situations with supervisory consultation.

Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0.
- $1,000 will be awarded in the first paycheck.
- $1,250 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.
- $1,750 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.
