Virginia Beach Department of Human Services is seeking a dynamic Senior Clinician and Team Leader (Clinician IV) to work within the Developmental Services unit and oversee and serve as the main contact for program issues, supervise clinicians and direct care staff, and report directly to the Program Administrator. Duties:
- Oversee the daily operations of assigned residential programs; Ensure the delivery of high-quality, person-centered services in compliance with organizational policies and regulatory requirements
- Establish, maintain, and coordinate with medical professionals, case managers, and other service providers, program participants and care providers.
- Monitor all funds ledgers to ensure compliance with established policies and procedures. Respond to ledger finance reviews within five days.
- Directly supervise and evaluate the performance of direct care staff including BH/DS Clinicians I, II, III; and support, develop, implement, and monitor staffing schedules that maximize efficiency, reduce overtime, comply with regulatory standards, and maintain agreed-upon service hours.
- Complete the required documentation for Medicaid reimbursement according to established procedures, protocols, and policies; Ensure compliance with State Licensure, Home and Community-Based Services (HCBS), and Medicaid Waiver requirements
- Address participant needs by coordinating care, advocating for services, and ensuring a safe and supportive environment that align with individual service plans and promote participants’ independence and well-being; Act as a liaison between families, guardians, and community partners to ensure participant needs are met.
- Assist with behavioral or medical emergencies as needed; Respond to incidents and emergencies promptly and appropriately; Communicate critical issues to the Program Supervisor and other relevant parties.
- Perform quality assurance functions and review/authorize the medical necessity of services for clients in Supportive Living situations.
- Maintain compliance with state and federal regulations, licensing standards, and agency policies; Track and report program outcomes and staff performance metrics.
- Monitor documentation for accuracy, such as daily logs, incident reports, and medication administration records; Track and report program outcomes and staff performance metrics.
- Recruit, hire, and evaluate program employees, train new employees on applicable policies and procedures; Provide coaching, and feedback to help staff meet performance expectations; Attend and participate in meetings, audits, and development sessions to maintain a high standard of care delivery.
- Cover standby duties on a rotating basis and be available after hours to provide guidance and supervision.

**A $4,000 hiring bonus is being offered for this position. Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0.
- $1,000 will be awarded in the first paycheck.
- $1,250 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.
- $1,750 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.
