Job Duties:
Adult Mobile Crisis Response (MCR) provides a rapid response, assessment, and early intervention to residents and visitors in the City of Virginia Beach, City of Norfolk, and the Eastern Shore of Virginia when they experience a behavioral health crisis. The services will assist individuals experiencing a crisis or escalating emotional/behavioral symptoms which have impacted their ability to function in their family, living situation, community, school, or work environment.
A $4,000 hiring bonus is being offered for this position. Hiring bonuses shall only be for new hires of original employment or reemployment as defined in Human Resources Policy No. 5.0.
- $1,000 will be awarded in the first paycheck.
- $1,250 will be awarded upon completion of the six (6) month interim performance evaluation with an overall rating of “Meets Expectations”.
- $1,750 will be awarded upon completion of the employee’s one (1) year probationary period and a performance evaluation with an overall rating of “Meets Expectations”.
The City of Virginia Beach Department of Human Services is eagerly seeking to hire a candidate who is licensed and has experience for the Mobile Crisis Response Clinical Supervisor position with the Adult Mobile Crisis program in the Behavioral Health Division. The ideal candidate will have supervisory experience leading a team, working with adults with serious mental illness, community crisis intervention, experience in Mobile Crisis Response or Crisis Stabilization, Medicaid billing and with writing/delivering performance evaluations. Must be licensed and registered with the Virginia Board of Counseling as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Clinical Psychologist (LCP), Licensed Mental Health Professional (LPC), or LMHP-Resident.
Responsibilities:
- Perform professional, clinical and administrative management duties for the Eastern Hub, Crisis Services to include Mobile Crisis Response (MCR) Services and Community Stabilization (CS) Services.
- Direct, supervise, and evaluate staff performance in delivering MCR services to the City of Virginia Beach, City of Norfolk and Eastern Shore citizens and CS services to the City of Virginia Beach for individuals who are experiencing a behavioral health crisis.
- Develop program outcomes. Utilize data to manage unit performance and outcomes.
- Assure that staff receive appropriate training, and other resources needed to perform their jobs.
- Manage financial performance of the program including the budget, insurance authorizations and other documentation and billing information.
- Ensure that all program regulatory reporting requirements are met; Responsible for program scheduling, quality assurance reviews and monthly staff supervisions and trainings.
- Act as liaison to internal and external community providers.
- Provide individual, family, and crisis counseling to consumers; Provide assessment, Treatment Planning, Individual and/or Family Therapy.
- Serves as an active member of the Behavioral Health Division’s intra-disciplinary leadership team and the regional MCR leadership team.
- Provides back up coverage for the program.

Minimum Requirements:
MINIMUMS: Requires a four (4) year degree in a human services field (such as psychology, behavioral or mental health, special education, social work) and seven (7) years’ experience utilizing the required knowledge, skills, and abilities and associated with such positions as clinician, therapist, counselor, social worker, psychologist, or psychiatric nurse OR experience equivalent to eleven (11) years in fields utilizing the required knowledge, skills, and abilities and associated with these positions. Must have, or obtain, a current and valid DMV driver s license.
SPECIAL REQUIREMENTS: Must be licensed and registered with the Virginia Board of Counseling as a Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Clinical Psychologist (LCP), Licensed Mental Health Professional (LPC), or LMHP-Resident. All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
