Develop and manage centralized business center to provide oversight and management for the financial, customer relations, human resources, payroll, purchasing, and administrative functions of the Public Works Department and serve as the liaison to 2 other City departments, including but not limited to Budget and Management Services, Human Resources, and Finance.
Responsible for providing effective leadership by building and managing collaborative teams, recognizing individual strengths, encouraging open communication, and aligning team efforts with organizational goals, and promoting a shared sense of purpose and accountability across all levels of the organization.
Manage departmental customer information programs to internal and external customers. Coordinate customer and citizen communications about departmental programs in conjunction with operational subject matter experts. May serve as a liaison to the City Manager’s Office regarding citizen inquiries and complaints.
Provide administrative interpretation of State and City Code and City policies, knowledge of applicable federal regulatory impacts, and coordinate code revisions to improve customer service, implement legislative changes, and/or change fees or rates.
Coordinate with City Attorney’s office regarding legal grievances or legal assistance.
Ensure compliance with responding to Freedom of Information Act requests, as well as, document and records management, including overseeing the file room; and other administrative tasks needed for the effective operation of the department.
Provide comprehensive oversight and direction for the department's financial structure, budgetary reporting, and procurement functions to ensure compliance with applicable City and State Codes, administrative directives, and procedures. Develop and maintain robust financial strategies to promote fiscal responsibility and align with departmental goals.
Collaborate with department leaders to prepare, manage, and monitor operating and capital budgets, including general and enterprise funds, internal service funds, and special revenue funds.
Facilitate informed budgetary decision-making through detailed financial analysis, forecasting, and reporting. Provide ongoing guidance and support to division managers to address financial challenges and recommend actionable solutions for sustained financial and administrative accountability.
Prepare operating and analytical financial reports and recommendations to establish long/short-range goals and objectives.
Oversight of performance measurement and data analytics responsibilities on a department-wide basis Coordinate with the Department of Public Utilities related to billing and account management for storm water and solid waste collection; ensure programmatic compliance of proper billing and collection cycles to generate a consistent and adequate flow of revenues to the department; investigate discrepancies and unusual trends in billings and collections.
Coordinate department procurement, accounts payable, and contracts management functions across all divisions.
Oversee the Contracts Bureau, ensuring compliance with procurement policies while supporting Public Works teams.
Provide oversight and management of the RFP process, including the development of solicitation documents, evaluation criteria, and vendor selection procedures.
Lead cross functional teams in evaluating proposals, ensuring compliance with procurement policies, and selecting vendors based on qualifications, cost-effectiveness, and alignment with organizational goals.

Minimum Requirements:
MINIMUMS: Any combination of higher level education equivalent to ten (10) years including at least three (3) years in a supervisory role in fields utilizing the required knowledge, skills and abilities such as business/public administration, budget, finance administration or management/program analysis. Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements.
SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
Bachelor’s degree in business/public administration, budget, finance administration and supervisory experience managing a centralized business center providing oversight and management for an organization.
