What are the responsibilities and job description for the INFORMATION SYSTEMS ANALYST position at City of Visalia?
THE DIVISION
The City of Visalia's Information Services Division is part of the Finance and Technology Department and serves all City Departments. The IS Division ensures the smooth integration and maintenance of technology infrastructure and services. The division is responsible for the support, security, and management of the City’s servers, networks, phone systems, desktops, email, internet access, and various applications citywide. This includes financial systems, permitting systems, utility billing, computer-aided dispatch, police and fire emergency systems, and hundreds of other applications.
THE POSITIONWe are recruiting for two IS Analysts to become part of the team. The selected IS Analysts will be responsible for managing technology projects, providing support of various systems and networks, securing City technology from cyber-security threats, and implementing new technologies. The IS Analyst will be supporting all City Departments in their technology needs.
THE IDEAL CANDIDATEThe ideal candidate will have a solid background in Information Technology, fundamentals typically found in graduates of an accredited program with an emphasis in IT, Computer Science or related field or at least two years of equivalent job experience as an IT or IS Analyst, Systems Administrator, Systems Architect, Systems Engineer, or comparable role. The ideal candidate will have experience working in a Microsoft Windows hybrid environment, supporting both on-premise Active Directory and Microsoft 365 environments. The ideal candidate will understand network switching and routing, project management principals, and the ability to independently implement technology solutions and find solutions to hard to diagnose technical problems. The ideal candidate will be organized and be able to work on multiple projects simultaneously, possess good communication skills which are required to communicate with other departments and the general public. Finally, the ideal candidate must be willing and have a desire to continue learning and be mentored in the skills necessary to make the IS Division successful.
EXPERIENCE AND EDUCATIONAny combination equivalent to experience and education that could likely provide the required knowledge, skill, and ability is qualifying. A typical way to obtain the knowledge, skill, and abilities would be:
- College degree (BS/BA) in business information systems, or computer science.
- Two years of job-related technical experience in an information systems analyst or comparable role.
- Microsoft (MCSE) and Cisco certification is desirable.
SPECIAL REQUIREMENTS
- Possession of or ability to obtain a valid California driver's license by time of appointment.

PHYSICAL STANDARDS
Positions in this class are typically situated in a standard office environment resulting in little exposure to the weather. Crawling, stooping, bending, climbing and lifting (up to 50 lbs) may be required.
