SummaryPerform laborer and assistance work in the installation, maintenance of repair of electrical distribution, transmission and underground systems serving the City of Washington. The function of this position is to serve as a training role to allow the employee to become proficient in handling duties independently and work towards becoming an Electric Line Worker 3rd Class within 12 months. Essential Duties and ResponsibilitiesNOTE: This job description is not intended to be all-inclusive. Employees may perform other related duties as needed to meet the needs of the organization. Assists electrical line technicians in the installation, maintenance and repair of the City’s electrical distribution and transmission systems.Assists in the installation and maintenance of streetlights, floodlights and associated equipment in public areas; assists in the installation of underground lines and associated equipment.Assists in troubleshooting work to locate sources causing power failure; assists in making repairs and restoration of electrical service.Assembles cross arms and makes up transformers.Assists in the maintenance, inspection, testing, repair and operation all transformers and other electrical equipment if working at substation.May operates digger derrick, backhoe and other construction equipment; operates special purpose line trucks and attached equipment; checks equipment daily to ensure they are operational and equipped to provide service.Keeps trucks stocked with supplies and orderly.Assists with relocating other utilities such as cable, telephone, and fiber optic lines when setting new poles for the City.Participates in clearing right-of-way by cutting/trimming trees and tree limbs; operates machine to grind limbs.Performs other duties as assigned.Required Education and/or ExperienceHigh school diploma or general education degree (GED). No experience required. Special RequirementsAbility to obtain N.C. CDL-A driver's license and acceptable driving record within 12 months of hire dateAbility to climb a pole by the end of the probationary period (12 months of hire) Knowledge, Skills and AbilitiesSome knowledge of electrical utility work, equipment and materials; use and care of tools, equipment and supplies used; hazards and safety precautions.Ability to follow oral and written instructions.Ability to perform tasks safely, quickly and accurately.Ability to deal tactfully with the public.Ability to climb poles and work off climbing hooks.Ability to work in uncomfortable positions and under varying weather conditions.Ability to operate a line truck and bucket truck.Ability to establish and maintain effective working relationships with associates. Physical Requirements This is heavy work requiring exerting up to 100 pounds of force occasionally (up to 33% of the time) maximum pulling force of 90 lbs. occasionally and 70lbs maximum pushing force occasionally, up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift and move objects; the physical requirements include climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling and repetitive motion. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work and observing general surroundings and activities. Working ConditionsWork is performed primarily in an outdoor environment with constant exposure to varying weather conditions, high and low temperatures, electrical hazards, confined spaces, dirt, dust and fumes, and around hazardous machinery. Ability to be on-call and work overtime (including weekends and holidays) required to meet operational needs as required by the City and travel to various locations as required. Required to work during inclement weather.
