POSITION SUMMARY: The primary objective of this grant-funded position is to provide supportive and technical work in the coordination and implementation of the City of Waterbury’s Community Development Programs. These activities include, but are not limited to, responding to inquiries, reviewing program applications, assisting in the preparation of agreements, maintenance of files and sub recipient records, monitoring Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) recipients, assisting with reporting, and other administrative and community development related tasks as assigned. The Community Development Program Specialist works under the direction of the Director of Community Development.
EXAMPLES OF WORK: The following identifies the primary and essential functions of the position and is not intended to be an exhaustive listing of all duties.
Responds to written and verbal inquiries and requests for information and applications, in a manner conductive to their understanding.
Assists in the preparation of sub recipient agreements and oversight of sub grant compliance.
Assists with annual outreach and citizen participation process for nonprofit and public service agencies receiving CDBG and/or ESG funding.
Assists with maintenance of grant records and other required documentation.
Assists with the preparation and submission of HUD-required reports and documentation.
Works with other staff members to develop and recommend coordinated responses to community and sub recipient needs.
Assists with sub recipient site visits and monitoring.
Assists with review of sub recipient payment requests and documentation.
Helps promote Community Development Programs through outreach and preparation of notices.
Helps ensure compliance with federal program guidelines and regulations.
Performs other related duties and tasks as needed or assigned.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:
Considerable knowledge of office terminology, procedures and equipment;
Ability to follow complex oral and written directions and to prepare complex reports;
Ability to utilize various office automation software, including word processing systems, spreadsheets and database management programs;
Ability to research, interpret, and summarize critical compliance requirements in current, amended, and new regulations applicable to HUD Community and Planning Development Programs;
Ability to learn and utilize HUD Information Systems and Reporting Portals;
Ability to deal effectively with other employees at all levels and the public.
Ability to field questions regarding the program requirements, compliance, and reporting.
Excellent organizational skills and attention to detail.
Excellent written and oral communication skills.
Must be able to deal effectively with the general public, governmental employees, and representatives of nonprofit organizations.
Must be able to work effectively under time constraints to meet deadlines.
Proficient computer skills with knowledge and experience in Microsoft Office Suite, with ability and willingness to train to utilize other programs.
Capable of professionally managing confidential information.
Strong interpersonal skills.
Ability to work with individuals from diverse backgrounds.

This position is funded by a grant that is conditioned upon continuation of those funds. Additionally, the funding sources, in whole or in part, are other than City appropriations and may terminate when funding is no longer available after two (2) years.
