1. – Veteran’s points will be awarded in accordance with the Connecticut State Statute. Five (5) for non-disabled veterans, ten (10) for disabled veterans. Proper documentation must be submitted to the Personnel Director before the date of the examination.
2. – Five (5) Residency points shall be added in accordance with the amendment to the Civil Service Ordinances dated March 18, 2011. Proper documentation and proof of residence must be submitted no later than the closing date for applications.
EXAMPLES OF WORK: (Illustrative only)
Primary responsibilities include the daily management of the control room, SCADA system, utility operation activities, customer scheduling, customer inquiries in person, electronically or by phone and prepares reports as required. Communicates and/or dispatches WWD crews as needed. Responsible for Call Before You Dig system [CBYD]. This position receives and disseminates information to stakeholders in a timely manner.
· Responsible for phone calls, emails, radio transmissions and other forms of communications
· Interact and assist walk-in customer for new services, permits, meter yokes, plans, customer inquiries…
· Documents customer inquiries in MUNIS and notifies appropriate personnel
· Creates work orders electronically/manually
· Representative between Customer Service, Operations and customers
· Coordinates and notifies appropriate persons/departments for emergency operations
· Manages CBYD notifications to staff
· Distributes daily notifications as required to appropriate stakeholders.
· Handles all WWD Permit Applications and filing through City View or other city software
· Maintains all files related to permitting and service-related activities
· Provides support to the Operations Department regarding customer accounts, history, and pertinent information that helps staff resolve issues.
· Has ability to use and effectively communicate with city radio during business hours
· Provides in-person assistance to customers at the WWD office
· Provides notifications to senior level staff for emergencies or customers who may be impacted by the operations of the WWD, Assists the WWD’s emergency answering services when applicable
· Provides assistance to management in the areas of permitting, notifications, record-keeping and customer interaction
· Works to continuously improve the in-person and telephone interactions between the WWD and customers or other parties contacting the department
· Performs other duties, assignments and small projects as they may occur or as needed
· Requires the ability to function as a liaison/communications specialist between WWD and general public during an emergency. Includes the ability to make decisions on procedural and technical levels for the benefit of the customer
· Prepares reports, completes forms and compiles information on work assignments, customer inquiries and staff work

IN ORDER TO BE CONSIDERED FOR THIS POSITION YOU MUST INDICATE ON YOUR APPLICATION THAT AS OF THE CLOSING DATE YOU HAVE THE FOLLOWING REQUIRED EXPERIENCE & TRAINING:
· Associates Degree in Communications, Business or another related field
· Two (2) years of utility related or customer service related experience substituted with education on a year for year basis
· Use of personal computer and business software applications
· Excellent verbal and written communication
· Excellent organization skills, and ability to problem solve in a stressful environment
· Valid driver’s license

This position is covered under the written agreement between the City of Waterbury and the Waterbury City Employees’ Association Union. The Parts and Weights for this examination will be determined prior to conducting the exam. Individuals appointed shall be required to serve a working test period which will be, in effect, the final phase of the examination. APPEAL PROCESS: - An applicant may appeal notice of not meeting the minimum qualifications (Civil Service Rules and Regulations, Section 3741, Subsection B, Article 9) to the Civil Service Commission within seven (7) days of the date on such notice. Please notify the Civil Service Office of a change in address. Notification will be mailed to the address written on your application.
