POSITION SUMMARY

This position is responsible for the planning, implementation, maintenance, and security of the City's information technology infrastructure  and will provide high-level hardware, software and enterprise application support to all City departments. This position involves administering servers, networks, software applications, and cybersecurity measures. Provides a primary point of contact for technology related projects, requests, technical consulting, and IT project management. 


ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

  1. Administer the Office 365 platform, including user accounts, licenses, and permissions. 
  2. Maintain virtualization environments (e.g., VMware, Hyper-V) to ensure high availability of critical systems.
  3. Maintain servers, workstations, and network equipment, including routers, switches, and firewalls.
  4. Recognizes and resolves hardware and software problems.
  5. Keeps current on new technology; research and review current software and hardware products and trends to recommend future implementations of technology to ensure the City stays current and is prepared for future technology trends.
  6. Develops procedure manuals/videos and system documentation to ensure consistent operation of enterprise applications.
  7. Researches, tests, evaluates and implements new enterprise software applications and upgrades of existing applications.
  8. Assists in planning and systems analysis, software configuration and training of employees on enterprise systems.
  9. Provides day-to-day administration and maintenance of the assigned enterprise systems, including any technologies which support customer service and/or staff activities directly.
  10. Respond to escalated helpdesk tickets as needed.
  11. Ensure integrity of backups and recovery solutions.
  12. Maintains all system documentation.
  13. Develops partnerships between Information Technology and other City departments.
  14. Cultivate inclusive and respectful working relationships that support a sense of belonging for all employees and community members we serve.
  15. Performs the essential functions as described in the physical demands and work environment sections below.
  16. Maintains regular attendance and punctuality. 
  17. Performs other duties as assigned.


Knowledge of:

  1. Cloud platforms (e.g., AWS, Microsoft Azure).
  2. Windows Server, Linux, Active Directory, and Group Policy management.
  3. Network protocols (TCP/IP, DNS, DHCP) and network troubleshooting.
  4. Business intelligence concepts including reporting and ETL.
  5. IT Security concepts including data communication security and privacy techniques and Active Directory security concepts.
  6. Internet browsers, web application servers and connectivity to the internet.
  7. Wired and wireless networking concepts.
  8. Information Technology processes, regulations, codes, ordinances and terminology.
  9. Computer equipment, open systems, networking and client/server environments.
  10. Principles of business system analysis, including the analysis of procedures, equipment and methods.
  11. Requirements definition, design specifications, systems design and development.
  12. Latest Microsoft Windows Operating Systems.
  13. Latest Microsoft SQL Server versions.
  14. Latest Microsoft Office products and other relevant technologies.


Skill in:

  1. The Office 365 platform, Entra ID, and Intune.
  2. Exchange Online, SharePoint Online, Teams, OneDrive, and Intune.
  3. PowerShell scripting and automation in Office 365.
  4. Security best practices within the Office 365 environment.
  5. Hybrid environments integrating on-premises Active Directory with Azure AD.  
  6. Compliance requirements, including CJIS, PCI, and HIPAA, as applicable.
  7. Microsoft Power Platform (Power BI, PowerApps, Power Automate).
  8. Troubleshooting and resolving computer hardware, software and peripheral problems.
  9. Organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.


Ability to:

  1. Troubleshoot and resolve customer problems and issues.

  1. Analyze, interpret and present research findings.
  1. Conceive a variety of solutions to functional problems and reduce abstract ideas to easily understood procedures.

  1. Analyze specifications and instructions to develop appropriate systems and programs.  Prepare design specifications.
  2. Perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  1. Make mathematical calculations and draw logical conclusions.
  2. Communicate clearly, concisely and effectively in English in both written and verbal form. 
  3. Make oral and written presentations in a clear, concise and effective manner
  1. Produce concise and effective written documentation, with clearly organized thoughts using proper sentence construction, grammar and punctuation.
  2. Work independently and as an effective and productive team member; seek job knowledge through own initiative.
  1. Handle multiple projects simultaneously and use good judgment in prioritizing work assignments.
  1. Analyze the needs of division users and to translate those needs into decisions for implementing new technologies.
  2. Communicate and use interpersonal skills to interact with coworkers, supervisor, the general public, etc. to sufficiently exchange or convey information and to receive work direction.
  3. Maintain professionalism at all times.
  4. Maintain effective working relationships with individuals within and outside the organization.
  5. Maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations.
  6. Work the allocated hours of the position and respond after hours as needed.

  • Associate’s degree from an accredited institution in Computer Information Systems, Computer Science or related field
  • Minimum of two (2) years of experience in systems analysis or design, testing and implementation of computer-based information systems and project management experience, preferably in the public sector.
  • Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Must pass background and criminal history checks.

Salary : $66,733 - $93,421
