DEPARTMENT: PLANNING AND DEVELOPMENT
GENERAL DESCRIPTION
This is highly responsible managerial and administrative work involving the management of the Community Development Block Grant and other related federal, state and local programs.
Work involves responsibility for effectively administering these funding programs in compliance with the policies and regulations of the funding agencies. Duties include planning, directing and coordinating department activities related to Community Development Block Grant programs. This position also has the responsibility for making difficult administrative and program coordination decisions. The work requires that the employee have considerable knowledge, skill and ability in the management and administration of government funded programs.
SUPERVISION RECEIVED
Works under the general direction of the Commissioner of Planning and Development.
SUPERVISION EXERCISED
Supervises assigned administrative and clerical employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Schedules, assigns, supervises and evaluates activities of the Community Development Staff.
Administers H. U. D. Consolidated Plan.
Plans and recommends implementation strategy to improve and strengthen the quality of life in the municipality.
Determines and approves operating procedures. Prepares and approves reports.
Trains and counsels employees. Conducts performance evaluations. Recommends higher level discipline.
Conducts and leads citizen participation groups in order to determine and articulate the municipality's Community Development needs. Ensures compliance with procedures pertaining to funding requests.
Participates in the Community Development Block Grant budget process. Ascertains and monitors the financial stability and program performance of subrecipients of grant.
Conducts technical review of all community Development Block Grant programs and activities.
Maintains liaison with citizen groups, municipal, regional, state and federal agencies.
Collaborates with the department's programs to stimulate local business.
Undertakes any related projects as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
Considerable knowledge of federal and state regulations and requirements pertaining to community development funding.
Considerable ability to ascertain local community needs and to prepare pertinent applications and reports related to funding.
Considerable ability to communicate orally and in writing and to lead citizen groups of varied size and purpose.
Considerable ability to establish and maintain effective working relationships with associates, citizens groups, other municipal officials and representatives of state and federal agencies.
Good skill and ability in the utilization of a personal computer.
QUALIFICATIONS
A bachelor's degree from a recognized college or university in public administration, urban planning or a related field, plus five years' experience in municipal planning and/or administration of funding programs. Master’s degree preferred.
SPECIAL REQUIREMENTS
Must have valid Connecticut driver's license.

Motor vehicle, calculator, computer and traditional office equipment.
