CLASS SUMMARY:
This position is responsible for managing and overseeing the Community Development Division while providing comprehensive support to the Public Works Department. The role combines strategic planning, administrative leadership, and technical oversight. The incumbent serves as a key advisor and liaison to city boards, commissions, and the public while ensuring adherence to local, state, and federal codes and standards. This position serves as the city's Chief Building Official and may acts as the Director of Public Works in their absence.
TYPICAL CLASS ESSENTIAL DUTIES:
1. Responsible for management of all services and activities of the Community Development Division functions including administering, interpreting, and enforcing City building and environmental codes, ordinances, and regulations including: International Building Code, Mechanical Code, Plumbing Code and National Electrical Code, and NFPA and local codes such as sprinkling, nuisance, clearing, grading, and filling, etc.
2. Direct planning and zoning activities, permitting, inspections, plan reviews, code enforcement, and urban forestry initiatives.

Provides technical building code advice to supervisors and inspectors; serves as staff liaison to boards and commissions. Communicates official programs, policies and procedures to staff, city council, and the public.
4. Develops and maintains internal and external relationships; responds to citizen complaints and inquiries in person or via phone or email; participates in a variety of meetings, committees, task forces, or related groups to communicate information regarding services, programs, areas of opportunity, and other information; represents assigned area on committees and advocacy groups.
5. Coordinates activities with other agencies, internal departments, and/or other applicable parties, to facilitate department operations; represents the department and/or the City to the public, to other agencies, and to regional committees, including conducting public meetings, making presentations, and responding to complaints and requests for information; attends, chairs, and conducts a variety of meetings; serves on committees as requested; represents the Department and makes oral presentations at meetings, inter-agency meetings, conferences and other events.
6. Provides direction and guidance to external consultants and/or vendors on behalf of the City; initiates and monitors the progress of special studies to be undertaken by internal staff.
7. Ensures training of new employees and mentoring of existing supervisors/superintendents/administrators to include provision of appropriate continuing education opportunities for career enrichment for the purpose of improved efficiencies and succession planning.
8. May perform duties of a plan examiner, inspector, or other Community Development team members as needed.
9. Prepares and administers the annual operating budget of the Community Development Division and assures that assigned areas of responsibility are performed within budget; perform cost control activities; monitors revenues, fees and expenditures to assure sound fiscal control.
10. Prepares and develops budgets, which may include capital improvement program budgets; monitors and approves expenditures in accordance with policies and principles of sound fiscal management.
11. Responsible for ensuring operation and efficiency of the City's Permit Process.
12. Performs other duties of a similar nature or level.
TRAINING AND EXPERIENCE:
Bachelor's Degree and five (5) years of progressively responsible experience related to area of assignment, including prior lead or supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
LICENSING REQUIREMENTS:
Depending on assignment, may require: Valid Texas driver's license; National Incident Management Systems certification; ICC Certified Building Official; Certified Floodplain Manager; Texas Plumbing Inspector License; ICC Plans Examiner Certificate, ICC Building Inspector Certificate
