Grants Coordinator SEE THE CITY OF WESTFIELD WEBSITE FOR COMPLETE JOB DESCRIPTION GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES Incumbent acts as the liaison between the Federal government and the City relating to the Community Development Block Grant (CDBG) and HOME Program. The incumbent guides all activities involved in the planning, review, and completion of grant programs and serves as the primary point of contact for all internal and external customers pertaining to the program. Coordinates the implementation of grant policy guidelines and administrative procedures with technical staff in applicable departments. Plans, organizes and monitors the City\'s CDBG grant program, including compliance, financial management, citizen participation, sub-recipient monitoring, contract administration, and preparation of plans and reports. SUPERVISION Mayor shall serve as the appointing authority. Incumbent performs work requiring a high degree of individual judgment and initiative with supervision provided by the Mayor or the Mayor\'s designee. EDUCATION AND EXPERIENCE Bachelor\'s degree in finance, accounting, public administration, business management or related field. An Associate\'s degree in and two years of directly related paid job experience, or a combination of education and related experience may be considered. ADDITIONAL REQUIREMENTS Ability to make decisions and exercise sound judgment within City policies and procedures and department goals and objectives. Ability to communicate effectively both orally and in writing. Ability to provide quality customer service, maintain effective collaborative working relationships with city departments, fellow employees, elected officials, and the general public. Ability to pay attention to detail in all functions of the job and to maintain discretion on certain sensitive matters. Familiarity with or ability to quickly learn to navigate certain software programs, including but not limited to MUNIS and HUD IDIS program. Ability to operate popular computer software programs, including Microsoft Word and Excel. Proficiency with general accounting and financial transaction administration. Ability to interpret and follow all applicable federal, state, and local laws, rules, and regulations. Must be available to perform the essential functions whenever scheduled to work.
