Under specified supervision, performs functions related to the installation, maintenance and repair of traffic signals, signs, pavement markings, street lights, and other traffic control devices including, but not limited to, speed monitoring trailers, flashing lights and signs, street and pedestrian lights, internally lit signs, and other traffic control devices.
 
Positions in this class are flexibly staffed and normally filled internally by advancement.  When filled from the outside, requires previous, directly related experience. Level and starting salary will depend upon the successful candidate's education, knowledge, training, experience, and certifications.

Traffic Operations Technician I:

Under immediate supervision, this is the entry-level in the Traffic Operations Technician series. Incumbents in this class typically have limited work experience. Generally, work is observed and reviewed both during performance and upon completion. Incumbents assigned to this class are expected to obtain required certifications for the Technician II class and achieve proficiency required of that class within three years.

Traffic Operations Technician II:

Under general supervision, this is an intermediate-level class in the Traffic Operations Technician series. The classification is distinguished from the Traffic Operations Technician I class by having three years' responsible work experience in the performance of traffic operations functions. Incumbents assigned to this class are expected to be fully proficient in the operation of all equipment within the section, have the required certifications, and perform the full range of work assigned to this class with considerable independence and initiative.

Installs, maintains, inspects, and repairs traffic signals, traffic signal poles, traffic cabinets, and speed monitoring signs and flashers. Installs, repairs, and maintains street and pedestrian lights; fabricates, installs, and repairs traffic control signs, reflective markers, and barricades. Fabricates specialty signs. Installs sign posts. Responds to and installs devices for incident management. Hang and take down city banners. Keeps GIS database up-to-date.
 
Perform guardrail installation and maintenance. 
 
Assists in planned and unplanned incidents including: flagging traffic, road closures, diversions, and routing and directing traffic. Conducts traffic counts, traffic studies, turning movements and pedestrian counts. Maintains appropriate inventory of pre-made signs; maintains sign fabricating equipment and materials, and repairs and maintains lighted street name signs.
 
Lays out, paints, tapes, removes, and maintains pavement markings; paints city parking lots. Recommends items for purchase and completes accurate daily reports of work performed.
 
Operates various equipment and power tools including: flatbed truck, aerial bucket and platform trucks, paint striper, pavement grinder, air compressor, power washer, spray gun, sand blaster, torch, concrete saw, jack hammers, drill and hand tools.
 
Participates as part of a rotating team to respond using a 24-hour on-call status for traffic-related issues and emergency situations. May be required to work overtime, holidays, and during weather-related emergencies. Responds to questions and concerns from the general public by providing appropriate information. May lead or assist in a variety of traffic control device repairs, maintenance and installations.
 
Participates in snow and ice removal rotations.
 
Performs other duties as assigned.

Supervision Received: 
Works under the guidance and indirect supervision of the Traffic Operations Technician III and direct supervision of the Manager of Operations.

Independence Of Action:
Work is performed in accordance with standard practice and methods requiring initiative to complete recurring assignments independently and judgment to determine which of many methods are applicable in any given situation.  Finished work is reviewed for accuracy, quality and completeness.  Unfamiliar situations are referred to the supervisor.

Working Conditions/Physical And Mental Effort
Position requires hearing, talking, sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 50 pounds or more on a repetitive and daily basis is also required. Position requires ability to work in high and precarious places (more than 50 feet from the ground). This outdoor position works in all weather conditions. Materials and chemicals used may expose the employee to electrical shock, fumes, dust and air contaminants. The nature of the work also requires the employee to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles, work in heavy vehicle traffic conditions and often work with constant interruptions.
 
Equipment Used:
The ability to properly operate or use the following equipment is necessary for this position: computer and associated software, plotter, sign baker and roller, counter boxes and tubes, powder nail gun, signal testing equipment, locating equipment, electrical hand tools, wire trailer, speed trailer with counter, traffic signal controller tester, front end loader, tandem dump truck with plow, air compressor, jack hammer, utility truck, flatbed with lift, bucket truck, paint machine, line grinder, glue and tape application cart, tamper cart, propane torch, brooms, shovels.

Qualifications:
Traffic Operations Technician I:
  • Knowledge of the policies, procedures and goals of the city of Wheat Ridge, the department and division.
  • Knowledge of the safe and proper use of equipment, machinery, tools and vehicles.
  • Skill in the safe and lawful operation of a motor vehicle.
  • Ability to follow instructions given verbally or in writing.
  • Ability to follow safety instructions.
  • Ability to listen well and communicate effectively orally and in writing with various audiences.
  • Ability to establish and maintain effective working relationships with other city employees and the general public.
  • Ability to use standard office equipment, personal computer and job-related computer applications including electronic mail, spreadsheets, and central traffic signal software.
  • Ability to use initiative and independent judgment as appropriate.
  • Ability to respond to and resolve issues and concerns from the community.
  • Ability to research, evaluate and use new methods and techniques for operational improvement.
  • Ability to establish priorities to meet deadlines.
  • Skill in the operation of a cell phone.
 
Traffic Operations Technician II:
In addition to previous requirements:
  • Knowledge of the basic principles of traffic signal, sign and street light installation repair and maintenance.
  • Knowledge of safe and proper work zone setup requirements.
  • Knowledge of the hazards of assigned work and the proper safety precautions.
  • Knowledge of the proper and effective use of traffic control signs, barrels, barricades, and cones.
  • Knowledge of purchasing card requirements and processing.
  • Knowledge of the use and purpose of traffic control tools and equipment.
  • Knowledge of the city's street network.
  • Skill in repairing or replacing electronic traffic control devices.
  • Skill in the operation of a cell phone.
  • Skill in the safe and proper use of tools and equipment used within the division.
  • Ability to apply appropriate judgment when working with electricity in varying environmental conditions.
  • Ability to program speed monitoring signs and flashing school lights.
 
Evidence of Qualifications:
Training:  High school diploma or GED required; prefer associates degree in electronics, construction management or related field.
 
Experience:
Traffic Operations Technician I:
One year of general maintenance experience. Equivalent combinations of education and experience may be considered.
 
Traffic Operations Technician II:
Three years' experience in the installation, maintenance and repair of traffic signals, signs, pavement markings, street lights, and other traffic control devices including, but not limited to, speed monitoring signs, flashing lights and signs, internally lit signs, and other traffic control devices.
 
Any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities.
 
Licensing/Certification Requirements:
Valid Colorado driver's license with a safe driving record required for all levels.
 
Traffic Operations Technician I:
IMSA Signs and Markings I certification and IMSA Work Zone Safety Certification within one year of employment; IMSA Level I Traffic Signal certification within two years of employment; flagger certification required.
 
Traffic Operations Technician II:
IMSA Signs and Markings II certification and an IMSA Level II (field) Traffic Signal Certification. Street lighting certification; flagger certification. IMSA Work Zone Safety Certification.
 Possess a current and valid Colorado Class B Driver's License or ability to obtain within thirty (30) days from date of hire.
 
Pre-Employment Requirements:
Verification of employment, driving record, and required education and certifications will be completed.  Drug screen and physical required. Computer skills testing may be administered.
