DEFINITION:

Under general supervision, performs a variety of duties involved in the control of traffic into the City's solid waste disposal facility; weighs incoming commercial and residential vehicles, determines and collects appropriate fees; assists the public and provides information as needed; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS:

The Landfill Gatekeeper is the single position class that is principally assigned as cashiers to determine and collect proper fees and to inspect and clean unloading areas. Duties of this class are performed for extended periods, under unfavorable environmental working conditions, and on weekends and holidays. This class is distinguished from the next higher class of Landfill Supervisor in that the latter has overall supervisory responsibility for the City's solid waste disposal facility.

SUPERVISION RECEIVED/EXERCISED:

Receives general supervision from the Landfill Supervisor. Incumbents in this class do not routinely exercise supervision.

Examples of Duties

ESSENTIAL FUNCTIONS:(include but are not limited to the following)

Receives the public and collects disposal fees from the public; directs truck and vehicle operators to the proper refuse unloading areas; visually inspects trucks and vehicles for hazardous materials; checks vehicles for proof of residence or business license.

Determines proper disposal fees; receives cash from the public and enters transactions into a cash register; records the appropriate dollar amount charged to commercial haulers.

Prepares and maintains routine records and reports of cash receipts and solid waste disposal activity; tracks and enforces conditions of dumping permits.

Answers questions and complaints of the public and controls and directs traffic into the solid waste disposal facility.

Operates a computer and electronic scale; answers facility phone and two way radio; takes or relays messages; prepares and delivers daily deposits and composes daily tally reports.

Cleans debris and safety hazards from unloading blocks with rake, shovel, or broom; visually inspects scale area and eliminates fire and other safety and environmental hazards.

Visually inspects trucks and vehicles to determine type and amount of solid waste material; measures the size of refuse loads to be disposed; tabulates total volume with a conversion chart; weighs vehicles by use of automatic truck scales and records weights.

Establishes positive working relationships with representatives of community organizations, State/local agencies, City management and staff, and the public.

OTHER DUTIES: (include but are not limited to the following)

May learn the safe operation of water trucks, bulldozers, compactors, and related heavy equipment used to spread, compact, and cover solid waste materials.

Assists in the performance of routine grounds maintenance tasks at the solid waste disposal facility.

May be exposed to confidential and privileged information during the course of duties, which should be maintained as such.

Performs other related duties as required.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision during inspecting or data entry. The need to lift, carry, and push tools, equipment, and supplies weighing 50 pounds or more may also be required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold. The incumbent may use cleaning and lubricating chemicals, which may expose the employee to fumes or airborne particles, and the incumbents may be exposed to mechanical and electrical hazards. The nature of the work also requires the incumbent to drive motorized vehicles, and often work with constant interruptions. The incumbent may be required to respond to after hours emergency call-outs and perform routine standby duties.

Typical Qualifications

QUALIFICATIONS:(The following are minimal qualifications necessary for entry into the classification.)

Education and/or Experience:

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Landfill Gatekeeper. A typical way of obtaining the required qualifications is to possess cashiering experience and experience in working with the public.

License/Certificate:

Possession of, or ability to obtain, a valid Class C California driver's license.

Knowledge of:

Basic clerical procedures, including handling cash transactions and basic record keeping; laws and ordinances regarding solid waste disposal operations and anti-litter regulations; basic mathematics; applicable Federal, State, and local laws, codes, and regulations; methods and techniques of scheduling work assignments; modern office procedures, practices, methods, and equipment including a computer and applicable software; methods and techniques for record keeping and report preparation; proper English, spelling, and grammar; and occupational hazards and standard safety practices.

Ability to:

Operate a large electronic scale, count money, and make change; prepare and maintain records and reports and monitor budgets; work effectively in the absence of direct supervision; perform data entry and cashier functions; read and write English at a level appropriate for successful job performance; accurately complete standard report forms; demonstrate physical strength, endurance and mechanical aptitude; interpret, explain, and apply applicable laws, codes, and regulations; read, interpret, and record data accurately; organize, prioritize, and follow up on work assignments; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships.

Skill to:

Safely and effectively operate a variety of equipment used in landfill maintenance as well as standard office equipment.

Supplemental Information

Prior to hiring, candidates will be required to submit proof of U.S. Citizenship or employment authorization if not a U.S. Citizen.

Medical: Applicants will be required as a prerequisite to employment to successfully pass a physical examination, including a drug screen, the cost of which will be paid by the City.

Selection/Exam Process:A candidate must achieve a passing score on each exam to proceed to the next exam.

EMPLOYMENT BENEFITS (Actual benefits may vary by employee group)

Retirement - Employees hired prior to 1/1/13 and those individuals identified as Classic Members under Public Employment Retirement Law (PERL) will be enrolled in the City's 2.5% @ 55 for Miscellaneous Members and may have a future CalPERS contribution as established by resolutions, labor agreements or Public Employee Retirement Law. New members under Public Employment Retirement Law (PERL) hired as of 1/1/13 will have the new CalPERS 2% @ 62 for Miscellaneous Plan and will have a mandatory CalPERS contribution as established by PERL. There is currently no deduction for Social Security, as the City does not participate in the Social Security program.

Insurance - Health, dental and life coverage for employee and/or dependents. Vision coverage for civilian employees and dependents and police sworn personnel. City pays substantial portion of insurance premiums. Employee paid Supplemental Life Insurance available through payroll deduction.

Flexible Reimbursement Account Program - Allows employee payment of insurance premiums, medical and dependent care expenses with Pre-Tax dollars, increasing take-home pay.

Employee Wellness Program - Promotes the health and well being of employees and dependents.

Vacation – 80 hours accrual per year after one year, increasing to 176 hours per year after 19 years of service.

Sick Leave – 96 hours accrual per year. 16 hours may be used for personal necessity. Partial sick leave pay upon separation.

Personal Leave – 8 hours per year not charged to sick leave.

Holidays – 92 hours paid holidays for miscellaneous employees; 84 hours paid holidays for sworn police personnel.
