What are the responsibilities and job description for the Neighborhood Services Manager - Community Engagement position at City of Winston-Salem?
Performs work in the areas of community organization and citizen participation to assist with implementing the City's community development/neighborhood revitalization plans. Work is performed under general supervision of the Deputy Director.
- Assists in the organization and support of neighborhood associations to build trust between neighbors and increase their engagement in working to improve their respective neighborhoods;
- Assists in the organization and coordination of neighborhood associations and community based organizations to build trust between neighbors, increase communication, and cultivate engagement in overall neighborhood revitalization, including neighborhood beautification campaigns and events designed to address neighborhood concerns and restore pride in the neighborhood;
- Assists with coordinating programs in the neighborhoods, including those involving public safety (police and fire) and other public/community services;
- Identifies potential community organizations and neighborhood association members through use of community mobilization surveys, door to door contacts, attending community meetings/gatherings, developing and distributing informational flyers, neighborhood newsletters and press releases;
- Assists with developing agendas, scheduling meetings, conducting mass mailings, providing packets of information—including meeting agendas—to neighborhood participants attending community meetings;
- Assists with developing lists of volunteers to conduct telephone and email communication to remind neighborhood residents of meetings/programs;
- Assist with facilitating meetings, presents information, leads discussions, develops group consensus, and assists in the development of strategies to implement programs/solutions;
- Assists in the collection of data which supports community development/neighborhood revitalization activities including opinion surveys, asset mapping findings, etc.;
- Maintains records and prepares periodic reports.
- Performs other duties as apparent or assigned.
Education and Experience
Any combination of education and experience equivalent to five (5) years of progressively responsible experience in municipal government and a bachelor’s degree in public or business administration or a related field.

- Must have general knowledge of Winston-Salem neighborhoods;
- General knowledge of the City and its organizational structure and departments;
- Ability to establish and maintain effective working relationships with City departments, neighborhood-based groups and residents;
- Must have inter-personal skills and ability to communicate effectively orally and in writing;
- Must be adept at problem solving;
- Ability to work with and physically assist participants;
- Must be able to work with diverse people and interest groups;
- Must have graphics presentation and organizational skills;
- Must have good leadership and supervisory skills;
Physical Requirements
This work requires the frequent exertion of up to 25 pounds of force; work regularly requires using hands to finger, handle or feel, pushing or pulling and repetitive motions, frequently requires standing and walking for extended periods, reaching with hands and arms and lifting and occasionally requires sitting, speaking or hearing, climbing or balancing, stooping, kneeling, crouching or crawling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
