Essential Job Functions:
Under the direction of the Winter Haven Water Meter Services Superintendent, administers the City’s cross-connection potable water backflow prevention and inspection program. Oversees backflow technician and assists in Meter Service operations as needed. Performs initial and follow-up on-site inspections of existing and new facilities for ordinance compliance in cross-connection control and backflow prevention requirements. Reads and interprets maps, plans, and drawings to determine the location of backflow devices and meters. Installs, tests, and maintains City-owned backflow assemblies; performs backflow inspections and device preventive maintenance in accordance with an established schedule. Maintains and updates cross-connection control ordinance, backflow test equipment, tools, and backflow software and utility billing platforms. Establishes and maintains records of backflow assembly inventory, assembly test reports, inspections, and cross-connection incidents. Coordinates compliance notification relating to the cross-connection control programs. Collects water samples for analysis; investigates reported or suspected backflow incidents. Keeps apprised of state cross-connection regulations and plumbing code requirements. Interacts with various public agencies and others to perform required work. Educates City employees, City water users, and the public of cross-connection control and backflow prevention. Attends utility coordination meetings and makes recommendations on backflow assemblies for new projects. Installs, tracks, and reads water utility meters for new construction, residential, and commercial applications. Participates in after-hours on-call rotation and answers emergency after-hours callouts as when needed. Operates a City vehicle and uses a variety of utility maintenance equipment and tools to perform work. Knowledge, Skills & Abilities:
- Knowledge of and the familiarity with the construction, maintenance, and operation of water distribution systems.
- Must possess knowledge of the State of Florida Cross-Connection Control Program; current edition of the Plumbing Code as adopted by the State of Florida; current State approved Backflow assembly testing procedures and equipment used.
- Skill in reading and interpreting maps, plans, and drawings.
- Must be able to communicate effectively both verbally and in writing.
- Must stay current on all relevant information and have the ability to inform City employees and the public regarding City water ordinances and procedures.
- Ability to work with minimal supervision; and prepare and maintain records related to work performed.
Minimum Education & Experience:
- Graduation from an accredited high school or possession of an acceptable equivalency diploma.
- Five years of experience in backflow testing and repair or closely related field and possession of the Backflow Prevention Assembly Tester Training Certification preferred or obtained within six (6) months of hire date.
- Backflow Prevention Assembly Repair and Maintenance Training and Certification preferred or obtained within twelve (12) months of hire date and Cross Connection Control Program Manager Certification: Inspection, Survey, Ordinance, and Organization Series preferred or obtained within twenty-four (24) months of hire date.
- Must have or obtain a Water Distribution License Class III license within eighteen (18) months of hire date.
- An equivalent combination of training and experience that is determined to be directly related to the foregoing specific requirements may be substituted.
Special Requirements:
- Must possess a valid Florida driver’s license with a good driving record as determined by the City of Winter Haven.
- Required certifications must be maintained throughout employment.
