What are the responsibilities and job description for the Permit Technician position at City of Winter Springs?
Performs technical and administrative review of building plans for residential and commercial projects and issues permits consistent with City regulations. This is a technical position with significant responsibility that requires sound judgment and excellent customer service skills.
Work is performed with considerable independence under the supervision of the Permitting Manager. Performance is reviewed through observations, reports, and results achieved.
Examines complex construction drawings (commercial, industrial, residential, additions, alterations, and accessory structures) for compliance with zoning land use codes and regulations and checks for consistency with the Comprehensive Plan. If appropriate, issues zoning approval for zoning and building permits.
Responsible for interpreting and implementing all facets of CH. 5 (Tree Protection), CH. 6 (Building), CH. 9 (Land Development), CH. 16 (Signs), and CH. 19 (Zoning) as well as reviewing, applying, and enforcing City Commission, Planning & Zoning Board, and Conditions of Approval. Must also implement unique Planned Unit Development (PUD) and Town Center (TC) regulations in the City of Winter Springs.
Provides quality customer service, responds to citizen inquiries by phone, in person, or online, conducts code research, Planned Unit Developments and Subdivision file research; and interprets and explains code provisions for members of the public.
Coordinates technical requirements with engineers, contractors, builders, and property owners. Approves, suggests modifications, and calls for corrections to plans as necessary.
Issues street addresses using the established County Grid Numbering System and assists in areas of the City with addressing needs. Reviews and processes Street Name Petitions for renaming existing streets or the creation of new street names.
Reviews and issues permit for fences, garage sale permits, temporary signage, land use, and other improvements.
Reviews for sufficiency and completes applications for Planning & Zoning Board and Subdivision Determination Requests.
Reviews subdivision and planned unit development files for preparation of recorded plats and for review in conjunction with commercial plan submittals.
Reviews plans and documents for all on-site and off-site signage and if appropriate, issues approval so that building permits can be obtained.
Regular in-person attendance during City and department business hours, since face-to-face interaction and coordination of work with other employees, outside colleagues, residents, or vendors, and all immediate access to documents or other information located only in the workplace is required.
Performs other related duties as assigned.
Requires a High School Diploma or Equivalent, and five (5) years of customer service experience, or an associate degree and three (3) years of experience, or a bachelor’s degree with one (1) year of experience. Experience with EnerGov, New World, and Project Dox a plus. Permit Technician Certification shall be obtained within twelve (12) months of hiring date.
