Chief of Police

Duties:

  • Plans, coordinates, and supervises department operations to ensure the protection of life and property.
  • Directs the operations of the department and conducts monthly staff meetings to ensure that operations and programs are in compliance with applicable laws, ordinances, and policies; implements directives from the Mayor.
  • Hires, trains, counsels, and evaluates department personnel.
  • Develops and implements operating policies and procedures for the department.
  • Advises and assists department personnel on unusual, difficult, or complex matters.
  • Schedules the work of the department to ensure the adequate coverage of all work shifts; assigns officers to special duty as needed.
  • Assists in criminal investigations and evaluates data gathered to analyze similarities and assess developing trends in criminal activity.
  • Coordinates the preparation of the annual department operating budget; monitors expenditures under the current budget.
  • Maintains and operates computerized court docket system.
  • Coordinates cases for presentation to the grand jury; assists District Attorney in preparing cases for prosecution.
  • Oversees the purchase, maintenance, and repair of all department vehicles and equipment,
  • Oversees the maintenance of all records, files, and legal documents of the department.
  • Ensures that all officers attend annual training sessions as required and oversees the maintenance of training records.
  • Reviews incident, accident, and miscellaneous reports for accuracy and completeness.
  • Prepares various reports regarding department activities.
  • Responds to public complaints, questions, and problems in accordance with department guidelines and procedures.
  • Meets with elected and appointed officials, other law enforcement officials, and business and community representatives to apprise them of department activities.
  • Advises the Mayor and governing authority on law enforcement issues. o Remains on call for emergencies.
  • Oversees the investigation of criminal offenses committed within the jurisdiction of the city.
  • Conducts ongoing research to stay informed on court rulings and new laws at the state and federal levels.
  • Attends professional meetings, hearings, and conferences to stay abreast of current trends in law enforcement.
  • Represents the department at various meetings.
  • Performs other related duties as assigned.

Knowledge Required By The Position:

  • Knowledge of the principles and practices of police administration.
  • Knowledge of federal, state, and local criminal and civil law. o Knowledge of management and supervisory principles and techniques.
  • Knowledge of personnel management practices and related laws. o Knowledge of budgeting.
  • Knowledge of the criminal justice system.
  • Knowledge of criminal investigation techniques.
  • Skill in planning, organizing, analyzing, decision making, and problem solving. o Skill in the use of police equipment.
  • Skill in public and interpersonal relations.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS: The Mayor assigns work in terms of department goals and objectives. Completed work is reviewed through conferences, reports, and observation of department activities.

GUIDELINES: Guidelines include federal and state laws and regulations, department policies and operating procedures, and city codes, policies, and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.

COMPLEXITY: The work consists of varied managerial and technical duties. The variety of situations encountered and frequent changes in laws contribute to the complexity of the work.

SCOPE AND EFFECT: The purpose of this position is to manage and direct the provision of police services for the city. Successful performance helps ensure the maintenance of good order and protection of life and property for the community and affects the public image of the city.

PERSONAL CONTACTS: Contacts are typically with co-workers, elected officials, members of religious, civic and business groups, media representatives, representatives of other law enforcement agencies, and the general public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, provide services, motivate personnel, resolve problems, and settle matters.

PHYSICAL DEMANDS: The work is typically performed while sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light objects and uses tools or equipment requiring a high degree of dexterity.

WORK ENVIRONMENT: The work is typically performed in an office and outdoors at scenes of accidents and incidents. The employee may be exposed to noise and inclement weather. The work requires the use of protective equipment and devices.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Lieutenant, Sergeant, Police Officer, Terminal Agency Coordinator.

Minimum Qualifications:

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • Possession of a valid driver's license issued by the State of Georgia.
  • Ability to meet current requirements set forth in the Georgia Mandate Law Enforcement Training Act/Peace Officer's Standards and Training Act.
