Position Information

The City of Woodinville is recruiting for two openings for the position(s) of Management Analyst in the City Manager's Office / Executive Department. Are you passionate about public service that makes a meaningful difference? This position will lend expertise to a number of high-profile projects and programs by assisting the City's Assistant City Managers in a large variety of mission-critical tasks and administration.

About the City

Woodinville, Washington is a premier tourist destination with a population of about 14,000, though the City will likely grow rapidly over the next five years or so. This growth is resulting in lots of exciting projects to work on. Located about 20 miles northeast of Seattle, Woodinville offers the benefits of a bustling urban area against the backdrop of the picturesque Sammamish River Valley. Woodinville is known for its tourism industries with over 130 wineries, breweries, and distilleries and numerous opportunities for outdoor activities. It's a great place to work and we manage to do a lot with only about 50 employees!

Position Summary

The purpose of this position is to support the Executive Department and Assistant City Manager by managing interdepartmental projects and city-wide initiatives and programs. Under the direction of the Assistant City Manager, the Executive Department Management Analyst performs research, analysis, and administrative work of a highly responsible nature, including policy analysis and implementation, program administration, budget analysis, and the preparation of complex management studies, reports, and presentations. The responsibilities of this position include managing day-to-day City functions, communications, creating, and managing new programs as assigned, and involve a high level of interaction with City staff, and interaction with City Council and the general public.

Within the Executive Department, Management Analysts may be assigned to one or more City programs including but not limited to : Human Resources, Emergency Management, Communications / Engagement, Economic Development, and Budgeting.

Essential Functions

1. Plans, coordinates, and implements projects and programs requiring specialized knowledge grant administration, economic development, event planning, and compliance with the Americans with Disabilities Act. Administers assigned professional contracts and directs consultant work.

2. Performs a wide variety of complex and diverse professional and technical administrative duties. Plans, coordinates, evaluates, and participates in special projects, including research of new programs, services or technologies, management studies, and the preparation / presentation of reports. Facilitates and leads project and interdepartmental staff teams.

3. Serves as an administrative staff to various commissions, task forces, and committees and City Council, as assigned. Compiles legislative and meeting materials for commissions and committees, and City Council in the City Clerk's absence.

4. Participates in professional groups and regional meetings as assigned; maintains updated knowledge and awareness of issues and best practices, as well as new trends and innovations in various assigned subject areas.

5. Performs general administrative support functions including ordering of supplies, managing ID Badges, and assisting with event planning.

Human Resources

1. Provides paraprofessional-level support for services, programs, and activities of the Human Resources Department. Provides information and general assistance to City staff and the public regarding established Human Resources policies, procedures, and processes. Assists employees as needed by answering a variety of general and benefits related questions.

2. Manages, gathers, and inputs data for employee recordkeeping, including testing, training, performance, and examination records. Coordinates and interacts with vendors and local, regional, and state agencies / organizations in relation to employee performance, testing, licensing, and recordkeeping.

3. Coordinates the contingent employee hiring / onboarding processes in conjunction with the hiring Department. Prepares job announcements and advertisements, establishes and schedules recruitment timelines; maintains applicant database, responds to applicant questions. In conjunction with the departments, schedules candidates for testing and interviews, proctors exams, reviews and compiles exam results, copies and distributes interview packets for panel members. Coordinates offboarding processes in conjunction with departments.

Emergency Management

1. Assists in the coordination of the City's Emergency Management program including leading / supporting plan development, assisting staff drills and training, and supporting the Emergency Manager with research and development of strategic crisis communications.

2. Assist with the City's emergency preparedness efforts including fire drills, AED monitoring, and CPR / first aid training events.

Communications / Engagement

1. Assists the Community Engagement Coordinator with City's communications program, including drafting press releases and media relations, managing website and social media, graphic design, and brand management, producing the newsletter, and consulting with department heads / City leadership to inform and engage the public around important projects and initiatives.

2. Responds to and resolves requests for services, information, and complaints.

3. Assists with the management of the City Wellness Program, including staff committees and reporting. Assist with the development of health-related information, activities, and events for employees. Assists with monitoring organizational culture and providing resources for active employee engagement via the Wellness Program.

Economic Development

1. Create and implement both innovative and traditional programs for business expansion, retention, and attraction; works closely with local businesses, business groups, and potential businesses.

2. Conduct market research and data analysis to identify trends, opportunities, and challenges in the local economy, providing actionable insights to support strategic decision-making.

3. Analyze and implement policies and programs that encourage economic development, including those in line with the City's established Economic Development Plan, as assigned.

Budgeting

1. Assists with budget monitoring and development, capital planning, and the development of performance metrics and strategic planning.

2. Leads processing of invoices, purchase orders, and accounting functions for the Executive Department.

Other Job Functions

Represents the City at state and local meetings / conferences as directed. Establishes and maintains effective relations with City staff, Council, and outside organizations and citizens; assists in the administration of the customer service requests. Performs other duties as required or assigned.

Minimum Qualifications Job Demands

Education, Experience, and Training :

Bachelor's degree in Public Administration, Human Resources, or related field and two years of experience in public sector administration, project management, research and analysis, or development of public policy. Must possess a valid Washington State driver's license or other acceptable official identification. FEMA ICS general and PIO training preferred.

  • JOB DEMANDS AND WORK ENVIRONMENT :

    Work is primarily performed in an indoor office setting for nine hours per day with occasional off-site activities requiring the operation of a motorized vehicle. Must continuously sit and talk or hear; frequently lift objects weighing up to 10 pounds; occasionally stand, walk, grip or feel with hands, reach with hands and arms, and lift objects weighing up to 25 pounds. May be required to work beyond normal office hours for evening and weekend meetings. Business travel within the state and to other states may be required occasionally.

    The City offers a great benefit package for this full-time position . This position also will work 80 hours within nine days as opposed to the typical 10 workday period; in short, every other Friday off! This position is fully benefitted with health, dental, vision, and life insurances / coverages, along with paid vacation leave, sick leave, and holidays. If insuring a spouse and two or more dependents, most City employees pay about $150 or less per month out-of-pocket for full coverage ; out-of-pocket costs may be lower based on coverage / plan choices.

    The City's generous retirement package also gives you more control over your money . Instead of participating in Social Security, the City participates in "Social Security In-Lieu Program" (Municipal Employees Benefit Trust) in which the City contributes an amount equivalent to 6.2% of gross wages and the employee contributes another 6.2% of their wages. In addition, the City also offers the Public Employees' Retirement System (PERS), which is a traditional, defined-benefit pension plan - when you meet plan requirements and retire, you are guaranteed a certain monthly income for the rest of your life based on years of service and compensation. 457 accounts are also available with Roth (post-tax) and traditional (pre-tax) contributions allowed.

    Regular employees receive 11 paid holidays per year and earn 9 hours per month for sick leave.
