Summary:
The position performs a variety of tasks including leading and directing all functions of human resources including administration of benefits, insurance, employee on-boarding, talent management, compliance with federal, state, and local laws and regulations relating to equal employment opportunity, affirmative action, unemployment compensation and other human resource related activities.
Human Resource Essential Functions and Responsibilities:
● Provides human resources advice and consultation to employees and management, to include coaching and counseling on performance management issues, conflict management, interpretation of employment policies and resolution.
● Conduct a continuing study of all HR policies, programs, and practices to keep City Management informed of new developments, including researching HR trends, programs, and activities and making recommendations.
● Maintains recording and maintenance of employee information, such as personal data, compensation, benefits, retirement, deferred compensation, tax data, attendance, performance reviews or evaluations, disciplinary actions, and terminations/separations of employment in compliance with State and Federal laws.
●Monitor accuracy of benefits data entry into the BS&A system, establishing procedures and conducting periodic audits to mitigate errors. Facilitate resolution of employee benefit-related issues, billing errors, etc. Review and approve benefit invoices and payment.
● Monitor and maintain internal, external, and individual equity through the conduct of annual salary surveys, benchmarking, job evaluations, base compensation and pay structure design, pay for skill programs, performance management, structural and annual pay level adjustments, and position control.
●Implements, disseminates, and monitors company policies, programs and procedures in the areas of training, compensation, compliance, and benefits to attract, retain, and motivate employees.
●Coordinates with department managers on all employment activity in talent management to include filling open positions, hiring, employee relations, compliance, terminations, etc.
● Monitors compliance with federal, state, and local laws and regulations relating to equal employment opportunity, affirmative action, unemployment compensation and any other employment-related requirements.
● Plans and conducts onboarding for all new hires.
●Receives and responds to inquiries, concerns and complaints from employees regarding personnel issues.
● Effectively use discretion, persuasion, conciliation, dispute resolution, mediation or negotiation skills when dealing with complex, unusual, and difficult situations.
● Receives and responds to surveys on local, corporate, state and federal levels.
● Enters and retrieves computer data; generates computer reports as required.
●Interacts and communicates with the City Manager, Mayor, City Council, departmental supervisors and employees, insurance representatives, City Attorney, other municipalities.
Qualifications and Required/Preferred Skills:
● Bachelor's degree in liberal arts, human resource management or other relevant field or supplemented by three (3) to five (5) years of advanced secretarial or human resource management experience.
● Experience in municipal government preferred.
●Excellent interpersonal, analytical, research, presentation, written, and oral communication skills.
● Ability and willingness to work collaboratively with other staff, vendors, contractors and the general public.
● Organized and detail-oriented with strong level of accuracy and the ability to multi-task.
● Ability to prioritize and adhere to strict deadlines.
● High level of integrity; ability to handle confidential information.
● Proficiency in Microsoft Office software to include Word, Excel, and Outlook required.
●Use computers for data entry, word processing, spreadsheets, PowerPoint presentations, or custom applications.
Job Type: Full-time
Pay: $60,000.00 - $70,000.00 per year
