Summary :

Under limited direction, the General Manager provides strategic leadership and direction for all transit services and resources. This role serves as the chief advisor of the Transit District, establishing and implementing goals, plans, and policies to ensure efficient and cost-effective transit operations. The General Manager is the top executive responsible for interpreting and executing the Board's directives, acting as a liaison between the District and all employees.

Essential Duties :

  • Direct and oversee department heads, including conducting performance evaluations, ensuring adherence to policies, and making staffing decisions.
  • Align operations with District directives and goals to achieve organizational objectives.
  • Manage the efficient operation of the transit system, ensuring safety and effectiveness in service delivery.
  • Evaluate department performance against objectives; implement corrective actions as needed.
  • Responsible for identifying and developing business growth opportunities.
  • Develop, delegate, and oversee the implementation of plans, programs, and policies to support District goals.
  • In partnership with the District's Director of Human Resources, lead personnel initiatives, including labor negotiations, wage administration, and workforce development.
  • In partnership with the Director of Finance, oversee the District's financial operations, including budget preparation, monitoring, and cost control.
  • Act as the District's representative to diverse stakeholders, including customers, employees, government entities, the Board of Trustees, funding partners, and others, while actively engaging with the community to ensure our services adapt to and meet their evolving needs.
  • All other reasonable duties as required.

Required Knowledge & Skills :

  • In-depth understanding of transit operations, management principles, and labor contracts.
  • Comprehensive knowledge of federal and state regulations affecting public transit, as well as employment laws and local transportation infrastructure.
  • Proficiency in budget management and policy development to ensure fiscal responsibility and organizational sustainability.
  • Exceptional skills in communication, leadership, decision-making, and public speaking to effectively engage with diverse stakeholders.
  • Strong commitment to serving customers and employees by fostering a culture of respect, collaboration, and excellence.
  • Ability to inspire and motivate teams, build trust, and maintain positive workplace relationships.
  • Act with the highest level of integrity, leading by example as a role model within the organization.
  • Competence in giving and receiving constructive criticism in a manner that drives growth and productivity.
  • Comfortable with change management, challenging the status quo, and adept at problem-solving, conflict resolution, goal-setting, and strategic planning.
  • Commitment to prioritizing the safety and security of passengers, employees, and the broader community.
  • Strong business understanding to align operational goals with organizational success.
  • Education & Experience :

  • Bachelor's degree in Transportation, Business, or a related field required; master's degree in Transportation, Business, or a related field strongly preferred.
  • Minimum seven years of progressively responsible experience in public transit required.
  • Previous personnel management of large teams required.
  • A combination of education and experience may be considered for the right candidate.
  • Transit planning experience preferred.
  • Working Conditions :

  • Working conditions are generally indoors, in a temperature-controlled office environment, working closely with others and alone.
  • Possible exposure to dirt, dust, moderate noise, electrical / chemical / mechanical hazards, communicable diseases, angry / difficult people, and construction sites.
  • Essential and other important responsibilities and duties may require maintaining physical condition necessary for walking, standing, or sitting for prolonged periods of time; kneeling, squatting, bending, twisting, and crouching during assigned activities, pushing and / or pulling, climbing stairs, lifting, and carrying materials.
  • Must be able to lift up to 25 pounds at times.
  • Must be able to access and navigate each department at the organization's facilities.
  • Travel :

  • Some travel is required.
  • Must have a valid driver's license.
  • General Working Hours :

  • Monday through Friday 8 : 00am to 5 : 00pm
  • Additional time may be needed outside of the normal 40-hour workweek as required.
