JOB SUMMARY:
Under general direction,
supervises teams to establish and administer a mechanical water/sanitary sewer
preventive/corrective maintenance program, which includes creating job plans
that will detail proper procedures for the completion of all preventative and
corrective maintenance issues.
ESSENTIAL JOB FUNCTIONS:
- Ability to schedule, coordinate and monitor regular and emergency activities of subordinate personnel engaged in maintaining, repairing, and servicing process control mechanical systems associated with water treatment production and sanitary sewer infrastructure; ability to select, develop, evaluate and supervise subordinate personnel; ability to investigate, develop and implement changes in personnel, equipment, materials and supplies necessary to improve the mechanical section's productivity and efficiency..
- Ability to ensure that water is treated daily including, all regulatory compliances with the Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ).
- Ability to communicate with supervisors, contractors, citizens and other City departments to inform, resolve problems or advice regarding plant water/sewer system operation & maintenance, installation or repair projects; ability to assist customers with complaints, perform field investigations, provide assistance with the monthly operating reporting submittals, monitoring wastewater lift stations and coordinate with Water Resource Services to eliminate or mitigate illegal discharges.
- As assigned, ability to act as the Water Treatment Facilities Manager in that person’s absence as well as the ability to cross-train in either Maintenance or Treatment operations.
OTHER JOB FUNCTIONS:
- Ability to prioritize capital project renewals and create documentation to support recommendations and decisions regarding mechanical system repair needs; ability to assisting in determining fault, and settlement, ability to prioritize repair needs, review consultant's recommendations and determine if work should be completed by City personnel or outside agencies; ability to develop draft maintenance contracts by writing bid specifications, verifying invoices, process payment authorizations for signatures and oversee work of contractors and consultants.
- Ability to keep abreast of new repair and treatment instrumentation and mechanical system rehabilitation Technologies. Present plant locations with single contact point to solve mechanical and maintenance design questions and issues. Plan procedures and operations sequence to develop and test experimental process and equipment. Ensure to visit construction sites to monitor conditions affecting capital design and implementation. Identify solutions to resolve technical design problems including process systems equipment used during construction.
- Ability to project, manage, and/or direct the management of multiple projects, maintaining project budgets and established schedules.
- Ability to review and understand process and instrumentation designs, electrical online diagrams, engineering plans and specifications. Ability to make policy decisions regarding treatment system workings and procedures.
- Ability to monitor annual operations budget for Treatment Operations and Maintenance Sections, recommending expenditures for materials, equipment and tools to complete assigned functions and ensure budget compliance.
