POSITION SUMMARY :

To supervise home visiting staff in the provision of high-quality home-based services that lead to strong family outcomes, in compliance with all applicable standards and regulations.

REPORTS TO : Home-Based Services Manager

SUPERVISES : Family Educator Home Visitors

CLASSIFICATION : Exempt; supervisory

PAY GRADE : HH

ESSENTIAL FUNCTIONS :

  • Supervise and monitor the implementation of home-based services for assigned staff in alignment with agency policies and procedure, to include the following components :
  • Child development
  • Family engagement
  • Parent education
  • Physical health
  • Mental health
  • Early intervention
  • Community resources
  • Family well-being
  • Self-sufficiency
  • Prenatal development and preventative care
  • Positive parenting,
  • Attachment and parent / child bonding
  • In consultation with the Home-Based Services Manager (HBSM), develop and implement systems for home visiting service delivery that leads to strong data collection and services.
  • In consultation with the HBSM, develop and implement training and professional development plans for the home-based services component.
  • Supervise and monitor the implementation of research-based curriculum.
  • Conduct regular supervision meetings with Home Visitors, utilizing reflective practices. Conduct monthly team meetings.
  • Works with Home Visitors to facilitate the resolution of family concerns as they occur, in consultation with the HBSM.
  • Participate in cross-component collaboration with other home-based supervisors and component managers as appropriate.
  • Collect and monitor data that is accurate and high-quality, providing timely reports to HBSM as directed.
  • Attend and actively engage in agency committees, meetings, and events as assigned.
  • Manage home-based services supplies inventories (office and program supplies), reporting needs in a timely manner.
  • Follows agency recruitment and enrollment policies and procedures to maintain program enrollment, promoting all services and programs at ClackCoKids at all times.
  • At the direction of the HBSM, build and strengthen collaborations and rapport with local agencies and partners, attending appropriate meetings and events as assigned.
  • Attend county, state, and regional meetings as assigned.
  • Coordinates family socialization and parenting / family education opportunities as directed.
  • Implement additional tasks as assigned by Home-Based Manager.

  • Arrives at work on time, punctually attends and actively participates in all required activities, meetings, and trainings.

  • Be familiar with, and adhere to, position-related policies and procedures as well as the program’s overarching objectives.
  • Code of Conduct :

    Perform all work in compliance with the Clackamas County Children’s Commission Code of Conduct.

    Confidentiality :

    Respect and maintain confidentiality of information regarding enrolled children and families, personnel issues, and other program operations as appropriate.

    Training :

    In consultation with supervisor, develop professional work goals and training plan. Participate in training as requested.

    QUALIFICATIONS :

    Education and Experience

  • Master's degree in human services or fields related to working with children and families, or bachelor's degree in these fields with 3 years of relevant experience, or less than a bachelor’s degree but with commensurate HFA experience.
  • At least one year of training and / or experience in management and supervision of adults.
  • A solid understanding of, or experience in, supervising diverse staff with humility, as well as providing support to staff in stressful work environments.
  • Knowledge of infant and child development and parent-child attachment.
  • Experience with family services that embraces the concepts of family-centered and strength-based service provision.
  • Knowledge of parent-infant health and dynamics of child abuse and neglect.
  • Experience supporting culturally diverse communities and families.
  • Experience in home-visiting with a strong background in early childhood prevention services.
  • Willingness to engage in building reflective practice (e.g. capacity for introspection, communicating awareness of self in relation to others, recognizing value of supervision, etc.)
  • Infant mental health endorsement is preferred.
  • Experience with reflective practices is preferred.
  • Step 10 or higher with the Oregon Registry Online (must be attained within 2 months of hire).
  • Must be at least 21 years of age, as required by Oregon Administrative Rules.

  • Ability to effectively communicate with parents and students from varied cultural and socio-economic backgrounds.
  • Ability to effectively supervise and coach staff from varied cultural and socio-economic backgrounds.
  • Ability to provide training, direction, and support to fit individual needs.
  • Ability to set and communicate specific goals and monitor progress toward achieving them.
  • Willingness to engage in building reflective practice.
  • Strong computer skills, proficient in MS Office Suite and knowledge of, or ability to learn, specialized education software.
  • Ability to possess and maintain a valid driver’s license and insured vehicle available for use on the job (or have alternative transportation).
  • Ability to possess and maintain compliance with State of Oregon Criminal Background Registry.
  • Ability to possess and maintain current First Aid / CPR certification.
  • Ability to obtain and maintain an Oregon Food Handler’s Card
  • Working Conditions :

  • Work is usually performed in an office environment and may include entrance into client homes on occasion.
  • Frequent computer use.
  • Driving in local traffic conditions as needed.
  • In normal work day may bend, squat, and climb occasionally.
  • Work is light in nature, lifting maximum of 20 lbs. with frequent lifting and / or carrying of objects weighing up to 10 lbs. May require walking or standing to a significant degree, or sitting most of the time, with the ability to sit on the floor.
