PAY AND BENEFITS
Annual Pay Range: $48,941.09 - $61,718.87
Hourly Pay Range: $25.097997 - $31.650705
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County's Social Services Division of the Health, Housing, and Human Services Department is currently seeking a Limited Term Bilingual Human Services Assistant (two-year duration) to support their team in providing immediate problem solving for households experience a housing crisis in Clackamas County, using both English and Spanish language fluency. This is a two-year, limited term position. Primary responsibilities will include conducting in-depth client assessments, connecting clients to available resources, setting achievable goals to prevent or resolve homelessness, and using creative and person-centered problem-solving skills to help people experiencing housing crisis to feel understood.
Successful candidates will be skilled in balancing multiple competing priorities simultaneously, offer uncompromising and person-centered customer service to internal and external clients, and have experience working in a human services, social services, and/or housing program environment.
This position requires the ability to work in office two days per week.
Required Minimum Qualifications/ Transferrable Skills:*
- A minimum of two (2) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
- Bilingual fluency in English and Spanish
- A minimum of six (6) months of experience in a social services, housing programs, or homelessness prevention setting
- Experience with Microsoft Office Suite applications and virtual platforms such as Zoom and Microsoft Teams
- Experience maintaining client and/or program records, including confidential and personal information
- Knowledge of methods and techniques of strength-based social working skills
Preferred Special Qualifications/ Transferrable Skills:*
- Self-identified lived experience of homelessness
- Identify as a member of a populations(s) disproportionately affected by homelessness
- Experience working in a peer support, behavioral or mental health, and/or substance use disorder program setting
- Experience conducting interviews with people experiencing housing crisis
- Experience using a Homeless Management Information System (HMIS) database, and/or the Unite Us/Connect Oregon database
- Knowledge of Clackamas County resources and agencies providing services to those experiencing homelessness

TYPICAL TASKS
Duties may include but are not limited to the following:
- Conduct telephone and in person interviews using HMIS with people that are experiencing a housing crisis or are literally homeless. Provide a person-centered conversation to determine need, conduct the assessment, and do resource navigation to help break down barriers. Explain next steps and expectations of those next steps. Complete the requirements prioritizing Spanish speakers.
- Support Division and Department efforts to advance racial equity in service delivery and foster systemic change. Assess impacts and outcomes for underserved communities through direct service interactions, demonstrating the ability to consider how oppression, structural racism, and individual biases affect client access and outcomes.
- Accurately determine eligibility for various program placements, communicating next steps in the process for any eligible referrals, and identifying alternative solutions when presenting needs that cannot be met at the time of the call.
- Provide culturally responsive services tailored for Spanish-speaking individuals experience housing crises, with outreach efforts specifically designed to connect vulnerable community members to CHA services.
- Coordinate and engage in daily and monthly team meetings, ensuring regular participation in quarterly provider meetings, conducted both in-person and through virtual platforms.
- Provide technical training to new CHA team members on essential systems, data management, compliance, and trauma-informed, culturally responsive practices to support effective, empathetic service delivery.
- Other duties as assigned from Department of Health, Housing, and Human Services leadership.
WORK SCHEDULE
This position is included in the County’s alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off):
- Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
- This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
