PAY AND BENEFITS


Annual Pay Range: $54,711.89 - $68,868.87

Hourly Pay Range: $26.303793 - $33.110035

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS


Clackamas County's Facilities Management Division is seeking a Building Maintenance Specialist to perform a wide range of maintenance and repair tasks across county facilities. This position is critical in ensuring the upkeep, safety, and functionality of county buildings by handling preventive maintenance, repairs, and minor construction projects. The ideal candidate is a skilled maintenance professional who is detail-oriented and capable of managing various tasks efficiently in a dynamic environment.

As a Building Maintenance Specialist, you will perform preventive maintenance and repairs on county buildings and structures, including plumbing, electrical, carpentry, painting, and HVAC systems. Your role will involve conducting minor construction projects, such as installing shelves, repairing cabinets, and replacing plumbing fixtures, to ensure the functionality and safety of county facilities. Additionally, you will monitor service contractors for scheduled maintenance, janitorial, and landscape/grounds work, ensuring compliance with county standards. You will also inspect facilities to identify maintenance needs, assist in project planning, and document repair activities. This role requires responding to after-hours emergencies, such as security concerns, plumbing failures, and other urgent facility issues.

The ideal candidate is a well-rounded maintenance professional with broad experience in building systems, repairs, and facility support. They possess strong problem-solving skills, attention to detail, and the ability to work independently while collaborating with various stakeholders. Adaptability and a proactive approach to facility maintenance are essential in this role. Required Minimum Qualifications/ Transferrable Skills:*

  • At least two (2) years of experience performing a variety of building maintenance and facilities support functions
  • Knowledge of basic math
  • Knowledge of recordkeeping
  • Ability to establish and maintain cooperative working relationships with county staff, service contractors, vendors, customers and the public
  • Ability to perform after-hours emergency response on a call-out basis

Preferred Special Qualifications/ Transferrable Skills:*

  • Possession of a Limited Building Maintenance Electrician (LBME) license or equivalent
  • State of Oregon DEQ/OSHA approved Class III Asbestos Containing Material (ACM) Worker course/training certificate
  • Extensive experience working with wood and metal framing
  • Extensive experience in installation of carpeting
  • Extensive experience working with sheetrock installation
  • Extensive experience with interior/exterior painting
  • Extensive experience with installing exterior siding
  • Extensive experience working with plumbed-in fixtures
  • Extensive experience working with drop ceilings
  • Extensive experience working with a variety of power tools

Pre-Employment Requirements:

  • Must pass a criminal history check which may include national or state fingerprint records check

Pre-Employment Requirements:

  • CPR/First Aid/AED certification required within six (6) months of hire
  • State of Oregon DEQ/OSHA approved Class III Asbestos Containing Material (ACM) Worker course/training certificate within six (6) months of hire

TYPICAL TASKS


Duties may include but are not limited to the following:

  • Perform a variety of building maintenance and facilities support functions; eye wash station inspections; load and unload trucks; picks up, deliver and store supplies and materials; clean and assists in servicing vehicles, trailers, walkie-talkies, and equipment; pressure wash sidewalks; perform emergency janitorial clean-ups.
  • Fabricate, repair and install shelves; hang whiteboards; repairs cabinets; fix door handles; repair plumbing on toilets, urinals, sinks, basins and showers; replace or repair faucets; clean out catch basins; excavate and repair underground building water supply and waste drain lines; patch and paint walls; patch, seal and maintain roofs and gutters.
  • Assist the Senior Building Maintenance Specialist in the inspection of buildings, structures, physical plant equipment systems and fixtures; identify maintenance and repair requirements; document condition and estimate project time and materials; fill out service requests; maintain records of repairs performed and keep inventory of tools and supplies.
  • Monitor the work of regularly scheduled maintenance, janitorial, and landscape/grounds maintenance contractors; inspects the work of technical and or licensed repair contractors performing carpentry, plumbing, electrical, painting, masonry, elevator repairs, and concrete work.
  • Requisition maintenance, janitorial, and landscape/grounds supplies, materials and parts; maintain records of maintenance and repair activities, parts used, supplies needed and related inventory items.
  • May train individuals in the safe operation of tools and equipment. Recognize and assist with safety and security issues in all county Facilities; Check glass break alarm reports and confirms they are armed and not in alarm.
  • On call for Saturdays, Evenings, and vacation coverage for Sundays to deal with off hour emergencies. These emergencies can vary from alarms to flooding issues.

WORKING CONDITIONS


Duties require frequent walking, climbing, bending, kneeling and the ability to lift and carry objects. Incumbents are exposed to a variety of environmental elements including wind, rain, snow, dust, fumes and other irritants.

Within Finance Department’s Facilities Management Division, duties require squatting, kneeling, bending, twisting, balancing, climbing, fine motor control, and the ability to lift and carry up to 75 pounds, and push/pull 100 pounds. Duties involve frequent exposure to confined spaces, loud noises, slippery and/or uneven surfaces, working at heights, and adverse weather conditions.

WORK SCHEDULE


This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.

Facilities Management provide maintenance and management services to facilities housing county departments. County operations currently occupy 570,034 square feet in more than 80 buildings ranging in size from 600 to 59,000 square feet. Services provided include:

  • general maintenance
  • janitorial and landscape services
    maintenance and repair of:
  • HVAC (heating, ventilating and air conditioning)
    • plumbing
    • electrical
    • lighting
    • mechanical systems
  • fire/safety/code compliance
  • project management for construction and remodeling
  • utilities management
  • leasing of facilities

Staff performs fire/life safety, indoor air quality, water quality, indoor lighting standards, building and electrical code and Americans with Disabilities Act (ADA) inspections. Tests and analyses are conducted on a routine and special requirement basis for the safety and comfort of the general public and employees and to ensure compliance with codes and legal standards.

The county is involved in a Facilities Master Planning process that will produce a proposed blueprint for siting county offices, clinics and justice services for more efficient and cost-effective operations. This plan will identify opportunities and potential costs for consolidating related functions and reducing the number of county buildings. As a result of this effort, citizens should enjoy better access to county services.
