PAY AND BENEFITS


Annual Pay Range: $80,518.41 - $108,700.30

Hourly Pay Range: $38.710776 - $52.259759

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Generous paid time off package, including:

  • 16 hours of vacation accrual per month
    • Eligible newly hired employees will have the one-time option to frontload their first year of vacation accruals in compliance with EPP 66 - Vacation Leave! This means you have access to vacation time at time of hire.
  • 8 hours of sick accrual per month
  • 10 paid holidays and 1 personal day per year

JOB DETAILS AND QUALIFICATIONS


The Employee Engagement and Development (EED) Analyst plays a key role in advancing Clackamas County’s workforce development, focusing on employee engagement, learning, wellness, and leadership development. This position will involve designing, implementing, and evaluating events and activities that support both individual and team growth, foster organizational well-being, and align with the county’s strategic objectives. You will collaborate with department leaders, HR partners, and external vendors to create integrated solutions that address the county’s evolving needs, ensuring initiatives are effective, relevant, and impactful.

In this role, you will research and apply best practices in employee engagement and learning technologies, while developing wellness initiatives that support the full spectrum of employee well-being. You will also facilitate leadership and team-building activities, consult with leaders on workforce development, and collect feedback and performance data to refine and improve offerings. Your ability to analyze data, report on program outcomes, and provide actionable insights will be key to driving continuous improvement and contributing to a culture of innovation and collaboration at Clackamas County.

Ideal Candidate:

The ideal candidate for the EED Analyst position will bring a strong combination of experience, expertise, and passion for fostering employee growth and organizational development. You will be highly skilled in adult learning principles and instructional design, with a solid understanding of learning technologies that can be leveraged to create impactful programs. Your ability to design and implement professional development initiatives that engage employees and enhance their skills will be key to your success in this role.

We’re looking for someone who has extensive experience providing advice and consultation on employee engagement and development matters, and who can apply this knowledge to a diverse audience. You should be comfortable working with leaders at all levels to identify needs, build trust, and implement tailored solutions. Specifically, we value candidates who:

  • Have advanced knowledge of adult learning principles and instructional design methodologies.
  • Can provide skilled advice on organization and individual learning development, employee engagement, and wellness.
  • Have demonstrated experience in facilitating and leading team-building initiatives and resolving workgroup challenges.
  • Are skilled in written and verbal communication and are able to convey complex ideas clearly and persuasively.
  • Have outstanding customer service skills and maintain a positive, professional demeanor.

In addition, the ideal candidate will thrive in a fast-paced, dynamic environment and possess the ability to independently manage multiple priorities. You will be expected to work flexibly and adapt to changing circumstances, showing initiative and sound judgment. A key component of this role is building and maintaining strong partnerships with various stakeholders, which will help expand and enhance the county’s learning and workforce development initiatives.


Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of four (4) years of professional experience in employee engagement, learning and development, or organizational development.
  • Two (2) years of experience designing, implementing, and evaluating professional development programs/offerings.
  • One (1) year of experience providing consultation and advising leaders on workforce development, organizational development, or employee engagement strategies.
  • Experience working with training vendors.
  • Experience using Microsoft Office Suite.

Preferred Special Qualifications/ Transferrable Skills:*

  • Bachelor’s degree in industrial/organizational psychology, leadership development, organizational development, or closely related field.
  • Experience working in the public sector
  • Working knowledge and experience with PeopleSoft HRIS
  • Human Resources or Learning & Development certifications such as SHRM-CP, PHR, or similar certifications.

TYPICAL TASKS


TYPICAL TASKS Include but are not limited to:

  • Learning & Development Program: Assist Supervisor to develop EED program for the county; researches and evaluates training programs and delivery methods; and designs course curriculum, develops and promotes resources library. Works with Supervisor and Benefits team to identify education needs, secure resources, and promote events to address wellness objectives in the five areas of well-being (physical, financial, social, emotional, and career).
  • Training Design & Delivery: Designs curriculum; facilitates generalized or customized workshops, programs, or interventions on a variety of topics to address organizational/departmental needs; gathers feedback form participants on course satisfaction; follows up with participants; updates curriculum to maintain relevance; and helps promote and market course offerings.
  • Leadership Academy: Coordinates Leadership Academy activities. Supports cohort members with information and coaching. Identifies Leadership Academy team projects. Maintains intranet site to reflect relevant and timely information and resources. Generates ongoing communications that include marketing of services, recruitment for cohort members, and key program updates.
  • Organizational Development Consulting: Consults with and advises department leaders on workforce/succession planning, organizational development, and department learning and development needs. Works with county leaders to design, plan, coordinate, and implement employee team effectiveness strategies. Confers with leaders to clarify intent and outcome goals, ranging from team building to setting priorities and strategies.
  • Employee Engagement: Works with Supervisor to support the administration of the employee engagement survey. Assists with employee engagement work, partnering with vendor to instruct and empower leaders to act on survey data.
  • Committees: Attends, lends expertise, and supports the Engagement Team, Leadership Academy Advisory Committee, and Human Resources Supervisor Training Steering Committee meetings, as assigned.
  • Data Analysis: Utilizes Human Resources Information System (HRIS) and survey data and reports to support customers through analysis of trends and needs assessments. Runs queries and reports out of HRIS and other systems and tools, as needed. These include exit interview, turnover, workforce demographics, performance review timeliness, employee list for employee engagement survey, learning and development participation satisfaction.

WORK SCHEDULE


This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

While this position is eligible for hybrid work, the selected incumbent will be on-site for at least the first 90 days while in their training/onboarding period.
