JOB DETAILS AND QUALIFICATIONS
The Employee Engagement and Development (EED) Specialist plays a pivotal role in supporting Clackamas County's Employee Engagement and Development program. This position provides administrative and entry-level professional support for various professional development activities across the county, including leadership development offerings, employee engagement initiatives, and new employee and supervisor onboarding. The Specialist will collaborate closely with both the Manager and Analyst of the program and will be expected to manage some tasks independently.
In this position, you will have the opportunity to assist with a wide range of programs that foster leadership, personal development, and positive employee engagement across the organization.
This role will require someone who is proactive and detail-oriented, with the ability to manage multiple projects simultaneously. You will support the coordination of training and development initiatives, assist with the creation of materials and resources for leadership and employee engagement, and maintain ongoing communication with staff, managers, and external vendors. The position also includes a strong focus on data management, analysis, and reporting, ensuring the effective use of HR systems and tools to track progress and measure the impact of employee engagement and development efforts.
Ideal Candidate
The ideal candidate for the Employee Engagement and Development Specialist role will be a proactive, highly organized, and detail-oriented individual who thrives in dynamic and fast-paced environments. This person will have a strong background in employee engagement, training, and onboarding, with hands-on experience using Learning Management Systems (LMS) and data analysis tools to track and improve employee development efforts.

WORKING CONDITIONS
Duties require occasional to frequent walking, standing, squatting, kneeling, bending, twisting, reaching overhead, grasping, and fine motor control. The ability to lift, lower and carry objects up to 15 pounds, and push 130 pounds. Duties also involve exposure to slippery surfaces when walking from one building to another.
WORK SCHEDULE
This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
While this position is eligible for hybrid work, the selected incumbent will be on-site for at least the first 90 days while in their training/onboarding period.

Required Minimum Qualifications/ Transferrable Skills:*
- A minimum of three (3) years of professional experience in employee engagement, learning and development, or organizational development.
- A minimum of one (1) year of hands-on experience using a Learning Management System (LMS) for tracking, registration, and reporting.
- Experience with managing data and running basic reports from HRIS or LMS systems, such as tracking attendance, performance evaluations, or employee demographics.
- Experience using Microsoft Office Suite
- Experience assisting with budgeting processes including processing invoices, contracts, and facilitating purchasing requests.
- Experience managing vendor relationships.
- Experience working in the public sector.
- Working knowledge and experience with PeopleSoft HRIS.
- Human Resources or Learning & Development certifications such as SHRM-CP, PHR, or similar certifications.

- Learning & Development (L&D) Coordination: Responsible for professional administrative support for L&D services, including handling all course registration, tracking attendance, sending course reminders, and managing the eLearning library; troubleshooting and assisting customers with Prositions/Brainier, the current learning management system (LMS); serves as first point of contact for learners on questions about registration process; serves as the primary administrator for the LMS and liaison for LMS administrators in other country departments; and sets up and runs reports. Develops all communication and marketing materials for L&D activities and maintains training calendar. Assists in drafting and revising training materials, and maintains resource library of training and development materials with compliance of records retention rules and policies.
- Onboarding & Training: Responsible for independently preparing and moderating the New Employee Workshop and Frontline leadership course; may conduct or facilitate other training courses.
- Employee Engagement: Works with the Human Resources (HR) team and vendor to support the administration of the employee engagement survey, including being first point of contract for customers in trouble shooting issues with platform or reports.
- Clarify, Converse, Capture (C3): Responsible for the data entry of performance evaluations for the C3 system. Pulls reports and tracks information, as needed.
- Meeting Support: Provides support to committees and meetings such as sending meeting notices, preparing and sending agendas, sending meeting reminders. May attend meetings to take notes. Meetings may include those of the Engagement Team, Leadership Academy Advisory Committee and HR Supervisor Training Steering Committee and other groups as assigned.
- Budget & Vendor Responsibilities: Assists Manager with developing annual budget for program area; processes budget transactions and invoices. Executes purchase requests. Works with Manager and procurement to facilitate vendor contracts. Provides general administration in support of budgeting process for EED program.
- Data Analysis: Utilize Human Resources Information System(HRIS), survey data, and reports to support customers. Runs queries and reports out of HRIS and other systems and tools, as needed. These queries and reports include exit interview data, turnover data, workforce demographics, performance review timeliness, employee list for employee engagement survey, and L&D participant satisfaction. May create presentations from data to present information to audiences.
