Pay And Benefits

Annual Pay Range: $68,529.36 - $87,693.49

Hourly Pay Range: $32.946807 - $42.160333

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas Water Environment Services (WES) is searching for two Source Control Specialists to join our team of skilled water professionals. The Source Control Specialist is a part of a work team, ensuring industries within the Clackamas WES service districts comply with Federal, State, and Local regulations governing the discharge of industrial wastewater. In this position, primary responsibilities will include reviewing and issuing industrial wastewater permits, reviewing pretreatment activities with industrial users, and assisting in managing WES's septage and biosolids program. Additionally, the Source Control Specialist will perform monitoring and sampling of industrial discharges, biosolids, septage, and storm and surface water. Responsibilities will also include response to spills and illicit discharges to perform investigations for watershed protection.

This recruitment is a unique opportunity as we have two vacancies: one (1) focused on WES' Industrial Pretreatment Program implementation; and one (1) focused on WES' Biosolids Program implementation.

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of one (1) year of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
  • Experience with industrial wastewater permits and pretreatment activities with industrial users, as well as monitoring and sampling of industrial discharges, septage, and storm and surface water
  • Experience applying the principles and practices of wastewater or surface water collection and treatment, sampling techniques, laboratory testing, and/or data management and analysis
  • Experience organizing and managing data and records
  • Experience interacting with a variety of stakeholders, such as officials, industrial users, the public, consultants
  • Ability to prepare clear, concise written reports and correspondence
  • Ability to apply fundamentals of algebra and geometry to make mathematical calculations (i.e. development of statistical summaries, calculation of flows and loads in surface water and/or wastewater)
  • Ability to read and interpret engineering plans and blueprints

Preferred Special Qualifications/ Transferrable Skills:*

  • Experience with State/Federal pretreatment regulations and local agency pretreatment policies and procedures
  • Experience or relevant education in chemistry or hazardous materials management
  • Experience using databases or software for managing analytical data and pretreatment activities
  • Experience enforcing permit conditions or regulations
  • Experience developing sampling or research plans to answer specific questions

Pre-Employment Requirements

  • Must pass a post-offer physical assessment; accommodation requests will be reviewed on an individual bases in compliance with State and Federal legislation.

TYPICAL TASKS

Duties may include but are not limited to the following:

  • Participates in the work activities of industrial pretreatment and resource recovery programs. Schedules and coordinates industrial pretreatment and surface water monitoring, biosolids, and soil sampling. Occasionally maintains and calibrates flow meters and samplers associated with pretreatment and biosolids sampling. Maintains sampling records in conformance with the chain of custody procedures.
  • Reviews industrial self-monitoring reports. Maintains and reviews the industrial pretreatment sample log. Maintains records regarding compliance reports and monitoring status. Ensures that lab results are received promptly. Reviews laboratory reports and industrial pretreatment data. Calculates surcharges for sewer bills. Identifies industries in non-compliance with permit standards, as well as local, state, and federal regulations. Prepares enforcement documents and conduct enforcement actions under the direction of the Environmental Services Supervisor and legal counsel.
  • Develops sampling procedures for storm and surface water. Assists in calibrating automatic samplers for surface water sampling and collecting grab surface water samples. Assists in conducting tests for pH, dissolved oxygen, and conductivity. Maintains records conforming to the chain of custody procedures.
  • Reviews septage hauler requests for a discharge permit. Review completed permit applications, and develops, modifies, updates, and renews septage discharge permits. Reviews and issues new permits. Maintains permit records using computer software. Performs septage waste monitoring. Conducts pH tests on septage.
  • Schedules coordinates, and performs the inspections of industrial facilities. Meets with industrial representatives and technical specialists regarding specific facility compliance problems, permit requirements, and pretreatment issues. Assures that pretreatment participants follow established sampling protocol and may serve as a technical resource for new and existing industries regarding pretreatment.
  • Collects geospatial data, biosolids, and soil samples to determine compliance with 40 CFR 503 and assists with calculating agronomic rates for land application. Files data on fields sampled and prepares soil samples for shipment for analysis. Inspects completed biosolids applications for proper method and quantity; ensures appropriate establishment of buffer areas. Maintains field files and hauling documentation for Biosolids Annual Report.
  • Assists in the preparation of reports on pretreatment activities for Water Environment Services management, State of Oregon DEQ, other regulatory agencies, and cities with whom the County has inter-jurisdictional contracts. May participate in audits conducted by regulatory agencies. Assists in preparing responses to pretreatment audits and inspections from regulatory agencies. Gather and evaluate data for assigned projects. May assist in development of rule changes, enforcement procedures, and permit policies and completion of annual reports.
  • Maintains effective public relations with landowners, neighbors, and the public. Explains biosolids application process. Responds to complaints.
  • Investigate sources of unusual discharges in plant and collection systems. Analyze and determine the type of pollutant. Recommend appropriate action and assistance in both civil and criminal enforcement processes.

WORKING CONDITIONS

Duties require physical labor, including walking, reaching, squatting, kneeling, bending, balancing, climbing, shoveling, fine motor control, and ability to lift up to 50 pounds, carry, and push/pull up to 70 pounds. Duties also involve exposure to bacteria, viruses and toxins in wastewater, chemicals, exhaust fumes and dust, loud noises, and vibration. Some duties involve exposure to adverse weather conditions and hazardous locations, such as streets, live sewers, confined underground areas and on elevated platforms.

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday:

  • Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
  • This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

About The Department

Clackamas Water Environment Services produces clean water and protects water quality for more than 190,000 people living and working in Clackamas County. We operate and maintain five resource recovery facilities, 23 pumping stations and hundreds of miles of pipes.

Each year, we clean more than seven billion gallons of water which we recover and turn into natural energy and fertilizer. We also help reduce pollution in local rivers, streams, and wetlands caused by surface and stormwater runoff, the number one source of water pollution in Oregon.
