DUTIES AND RESPONSIBILITIES: Report to the Associate Vice President for Human Resources. Serve in the absence of the Associate Vice President and assume executive management responsibility for the daily operations of Human Resources. Provide administrative oversight and assistance in the areas of benefit and data management, employment and recruitment, organizational development, employee relations management and investigations, policy development, new hires orientation and reporting, learning development, performance appraisal, immigration process, and position description reviews. Provide assistance with training on policies, guidelines, procedures and processes, state and federal laws, employee relations, and Title IX compliance for students, faculty, and staff. Manage the Human Resources information systems. Responsible for all aspects of employment/recruitment/talent management of all full-time and part-time employees, including but not limited to, writing advertisements, screening applications, interviewing, collecting documentation to finalize the selection process, and ensuring that employees are e-verified. Responsible for review of payroll data, and the preparation of contract letters. Design and facilitate the implementation of change management programs to support cultural and organizational change and performance improvement in line with organizational values. Review exit interviews and determine any required actions, approve retirement requests, review position descriptions, assist with the immigration process, and complete reports and audits. Ensure that the University remains efficient, effective and in compliance with policies, procedures, and state and federal laws. Attend training on legislative policy changes and human resources developments. Participate in major policy developments, serve on committees, and coordinate and assist with programs and activities. Perform other duties assigned by the Associate Vice President for Human Resources within the scope of the position.
Qualifications
QUALIFICATIONS: A bachelor’s degree in human resources, business, or a related field is required. Master’s degree preferred and course work or experience in human resources management is a plus. Some knowledge of job analysis and investigation techniques, and knowledge of guidelines, rules, and regulations governing the administration and application of human resources operations. Previous project management experience with a minimum of two-three years of human resources experience. Ability to provide direction and guidance, and understand, analyze, and interpret policies, procedures, reports, and data required. Exceptional interpersonal relations, oral and written communication, organizational, analytical, attention to details, decision-making, independent judgement, and problem-solving skills are essential. Must be able to work in a fast-paced environment handling confidential and highly sensitive materials and situations. Ability to work independently, manage multiple and competing priorities while meeting deadlines, and interact positively with a culturally and ethnically diverse population of students, faculty, staff, and constituencies. Must be competent in HRIS systems, power point presentations, spreadsheets, and electronic reports, and proficient in a variety of Windows-based computer programs, including MS Word and Excel.
SALARY: Commensurate with qualifications and experience.
