The Executive Director reports to the Board of Directors. This is a full-time salaried position with benefits. This person manages the company's daily operations (IBHS program and Outpatient Clinic), including the performance of all employees, to ensure excellent customer service, business ethics, and fiscal responsibility. Operations are conducted following all federal and state laws, rules, and regulations of the various programs serviced, insurance guidelines, and the policies and procedures of the company. Education/Requirements--Master’s degree in psychology, social work, rehabilitative sciences, or business administration with three years of supervisory experience or a Bachelor’s degree in psychology, sociology, social work, or business administration and ten years of progressively responsible supervisory experience in a human services program. Must have experience in a non-profit agency and in working with a Board of Directors. Must have a current Pennsylvania driver’s license and proof of car insurance coverage. Must have or be able to obtain favorable results for Act 33, Act 34, and FBI Fingerprint Clearances upon hire.
Experience- This person shall have a minimum of three years of supervisory experience in a human services program with a Master’s degree or ten years of progressively responsible supervisory experience in a human services program with a Bachelor’s degree. This person should be familiar with QuickBooks, policy & procedure development, budgeting, outpatient billing, and the operations of a non-profit agency.
Job Duties--In accordance with the 5200 regulations in the PA Code, the duties of the executive director shall include:
· Manages the direction and daily operations of the organization and works in conjunction with the Clinical Director.
· Development or implementation of the policies and procedures for the operation of programs.
· Deals with consumer complaints/concerns professionally and efficiently.
· Conduct regular staff meetings to review policies and procedures.
· Serve as a liaison with other portions of the human services system, and attends county meetings, state meetings, and other meetings/work groups as necessary.
· Administrative supervision of personnel, supervising all staff either directly or through subordinate supervisors.
· Interviews, hires, and completes initial training for all new staff. Follows policies related to hiring and collection of clearances, driver’s license, etc. before offer of employment. Conducts reference checks and license checks as required. Keeps ongoing individual records of all employees, including pay rate agreements, disciplinary action, and positive reinforcement.
· Meets with staff regularly to discuss issues and concerns. Provides disciplinary action for staff when company policy and procedures have been violated. Provides counseling to employees who need to improve and provides motivation/praise to those employees doing well.
· Monitors benefits to ensure appropriate cost and allocation (includes malpractice insurance, medical insurance, worker's compensation, disability compensation, life insurance, retirement program, building/liability insurance) and compares rates as appropriate. Completes enrollment forms for all employee benefits.
· Supervision of staff training and development.
· Ensure that the agency is compliant with all state rules & regulations. Keeps up to date on trends in care, actively seeks new program possibilities and new funding sources.
· Manage financial matters to ensure a sound fiscal base for ongoing operations.
· Maintain positive working relationships with public and private agencies to ensure a positive agency image.
· Remain knowledgeable concerning program regulations affecting the operation of the organization.
· Delegate responsibility to appropriate staff to carry out the day-to-day activities of the organization.
· Elevates any concerns/questions to the Board of Directors quickly and provides accurate updates on the program and financial health of the agency.
