What are the responsibilities and job description for the PRINCIPAL HUMAN RESOURCES ANALYST position at Clark County, NV?

The Eighth Judicial District Court is seeking a qualified Principal Human Resources Analyst with expertise in labor relations, recruitment, and fair employment law. The ideal candidate will bring strong leadership qualities, with the ability to support and guide the HR team. This role offers an opportunity to shape the workforce, foster professional growth, and ensure fair and effective employment practices across the organization.

MINIMUM REQUIREMENTS

Bachelor's Degree in Human Resources, Business, Public Administration, Social Sciences or related field AND six (6) years of full-time professional experience in human resources with major emphasis on functional area related to specific job assignment (i.e., employee/labor relations, employee/organizational development, recruitment/selection or classification/compensation). Associate's Degree (OR 60 credits) in above related fields AND eight (8) years of full-time professional experience in above functional areas of human resources may be considered. Additional college level education may be substituted for the experience on a year-for-year basis up to two (2) years. Experience in a public agency setting is desirable.

Working Conditions: Attend meetings outside of normal working hours.

License and Certification: Specified positions may require possession of a valid Class C Nevada Driver's License at time of appointment.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.


EXAMPLES OF DUTIES

Provides and oversees the provision of personnel services on-site for an assigned department; coordinates the provision of such services and serves as liaison with the centralized personnel function.

Develops long- and short-range goals and objectives for the departmental personnel function and recommends means of achieving them; recommends policy and procedural changes to ensure the effective provision of service sand compliance with applicable laws, rules, and regulations.

Confers with management of the assigned department to assess needs, solve problems, explain services, and interpret policies, procedures, laws, and regulations.

Assists with and performs a variety of organizational, classification and salary studies; prepares draft descriptions and recommendations for approval.

Performs job analyses, develops, and conducts recruitment and selection processes or coordinates the conduct of such processes with centralized personnel staff; coordinates the department's summer hire program.

Assists with the employee relation's process by interpreting, applying, and explaining rules, regulations, and provisions of agreements with employee organizations; monitors and facilitates grievance and dispute resolution processes and attempts to effect equitable solutions.

Identifies the need for departmental employee training or development and facilitates the provision of such training.

Responds to inquiries from departmental staff; provides information which requires the use of tact, discretion, and the interpretation of complex documentation.

Conducts special research studies, as assigned; obtains data, evaluates alternatives, makes recommendations for action, and prepares written reports of findings.

Plans, directs, reviews, and evaluates the work of assigned support staff; instructs staff in work procedures.

Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.

Represents the department and the County in meetings with representatives of business, professional and community organizations and the public.

Maintains accurate records and files. Uses standard office equipment, including a computer, in the course of the work; may drive a motor vehicle to attend meetings and visit job sites.

PHYSICAL DEMANDS

Mobility to work in a typical office setting, use standard office equipment, and must be capable of traveling to various locations throughout the County in order to attend meetings and visit various work sites by automobile or other mode of transportation; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
