Job Summary
Are you skilled in electronics, computer systems, and computer networking and looking to join the most progressive public agency in the northwest? Join our Clark County traffic operations team. We're looking for a hands-on technician who is future oriented and eager to help us build it.
Clark County owns and operates approximately 100 traffic signals and maintains approximately 25 traffic signals for other neighboring agencies. At this time, 28 county signals have fully adaptive operation, and in the next two years, an additional 24 existing County signals will be converted to adaptive operation. The county's ITS system includes a fully routed Ethernet communications network and over 1,100 Internet Protocol (IP) addressable field devices and over 20 servers running ITS applications.

This position will report directly to the Engineering Services Manager in the Transportation Division and works directly with the county's ITS Engineer and Traffic Signal Engineer and traffic signal technicians.
This position is represented by Local 17, Professional and Technical Employees.
Qualifications
The ideal candidate will have :
- Knowledge of functions and processes of the department are highly desirable
- Experience managing operating systems and applications on a personal computer
- Experience using Microsoft Office products including Word, Excel, PowerPoint, and Outlook
- Experience building and working with layer 2 / 3 data networks
- Experience with SQL Databases
- IMSA Certification as a Traffic Signal Technician Level 1 within one year
Education and Experience :
Knowledge of : Traffic signal standards (NEMA, TS1, TS2, California Department of Transportation (CalTrans) Transportation Electrical Equipment Specifications (TEES) National Transportation Communications for Intelligent Transportation System Protocol (NTCIP) , National Electric Code (NEC), IEEE 802 communications standards, Layer 2 and 3 networking, including extensive knowledge of Virtual Local Area Networks (Vlans), Fiber Optic Association Standards, Network Security, SQL databases, queries.
Ability to : establish and maintain effective working relationships with engineering and survey staff, contractors, and the public; accomplish multiple priorities and projects within projected timeframes; implement approved engineering methods and standards to the planning, design and construction of a variety of public works projects and field conditions; become familiar with engineering standards; perform technical research work, interpret, implement and utilize engineering plans, maps, specifications and reports, maintain orderly, accurate records; inspect and provide direction to technicians inspecting the work of contractors on ITS projects to obtain adherence to plans and specifications; communicate and express ideas effectively, orally and in writing.

Examples of Duties
Duties may include but are not limited to the following :
o Use specialty test equipment to identify and isolate faults in fiber optic lines
o Use a fusion splicer to create fiber optic connections and repairs
o Perform tests on network to assess performance and troubleshoot issues

Retirement Information
All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
