POSITION SUMMARY:
The Director of Services is responsible for directing overall county operations for Cherokee county, including developing new and innovative services, selection of personnel, compliance with budget, strategic plan accomplishment and adherence to Policies and Procedures. This position is responsible to ensure the overall quality of the services that are provided, and supervision and training of team leaders and coaches (SAT, ELP Teams).
The DOS ensures advocacy for all clients, assists clients in their quest for quality of life, develops natural and community supports and develops methods to reduce barriers for assimilation in the community. This position is responsible for the overall development of age- appropriate and effective (active) training programs so the people we serve are provided with the highest level of quality services and for seeking opportunities for the clients in achieving their preferences and meeting their needs. This position will provide oversight to job opportunities and integration in the community. This position is responsible for senior and valued activities, community living and employment services activities. The DOS ensures home environments meet the health and safety guidelines for all persons in supervised sites.
This position participates on the County Steering Team, Directors meeting, Team Leader meeting and is responsible for the outcome expectations of all CLASS operations and service delivery within the county.
QUALIFICATIONS:
Education: Bachelors degree in rehabilitation, psychology, social work, education, or special education/recreational therapy or 5 years experience, in combination education, training, and experience that provides the required skills and abilities.
Experience: Minimum of two years in human services and three years supervisory position. Experience in managing developmental disabilities service.
Other 1) Maintain current and valid driver's license of the state of residence and be determined as an "insurable driver" by State of Kansas
Requirements: the automobile insurance carrier for CLASS. A pre-employment drug test will be required with the outcome of the results being negative.
2) Comply with all federal, state and local laws regarding communicable and infectious diseases and CLASS policies rules and practices regarding medical examination or immunizations.
3) No records of convictions, administrative findings or history of abuse, neglect or exploitation of children or adults unable to protect their own interest, and conviction of other crimes, including, but not limited to crimes against persons, sex crimes, crimes against property, violation of personal rights, public safety, public morals, or any crimes that would be classified in Kansas as a felony or deemed unacceptable for employment with CLASS.
4) Ability to communicate effectively with team members and all others with who contact is made.
5) Compose written material as required for case notes, individual plans, funding, budget proposal, etc.
6) Ability to delegate and supervise staff in an effective manner, which accomplish lasting outcomes.
7) Works and honors commitments to participate as an effective member on team(s) i.e. specialty teams, PCP teams etc., to which assigned.
8) Accomplishes the Performance Improvement Objectives agreed upon at the previous Performance Evaluation.
9) Ability to work effectively with clients advocates parents, guardians, and other customers.
10) Have knowledge and understanding of CLASS Strategic Long-Range Plan, Budget, Policies and Procedures Accreditation Standards, MH/DD Contract.
11) Knowledgeable of DOL, HCBS regulations and other state regulations for services, including compliance for 14(c) for subminimum wage
12) Knowledge of Final Rule
13) Working knowledge of budget and financial statements.

BOTH CLIENTS AND STAFF:
Responds to first aid emergencies and ensures team members respond to first aid needs and emergencies.
Role models appropriate hygiene, appearance, etiquette and behaviors for staff, clients and teams.
Provides input into staff development training needs and ensures staff and service action teams (SAT) attend training. Ensures the completion and delivery of subcontract work according to written specifications and employer satisfaction.
Provides oversight for workflow in service centers, work crews, individual job placements, community living sites valued activities/aging, and assistive technology.
Completes performance evaluations of staff job performance and develops performance goals as needed.
Ensures all staff who on company time transport clients and meet transportation requirements; have current valid driver's license and personal insurance on file at all times.
ESSENTIAL FUNCTIONS:
Ensures all documentation is accurate and sent to the Administrative office on time, time sheets, billing documentation, service logs, mileage reimbursements, health and safety checklists, fire and disaster drills, incident reports and other information as requested.
Effectively and adequately supervises, coordinates and leads Health Service Coordinators and team members in the performance of their duties and ensures the performance expectations and outcome expectations are met.
Participates in development of budget, strategic plan and outcome measurement system, and ensures SAT team input.
TEAM PARTICIPATION: Works cooperatively as a team member in service and administrative teams.
OTHER REQUIREMENTS:
Works flexible hours to ensure support of SAT and county teams.
Completes and ensures that all staff development certification requirements and other training requirements per CLASS policies and State regulations are met.
IF THE EMPLOYEE IS NOT MEETING THE REQUIREMENTS OF THE ESSENTIAL FUNCTIONS, THE SUPERVISOR NEEDS TO DEVELOP A PLAN OF CORRECTION WITH AN EXPECTED DATE OF WHEN THE REQUIREMENTS WILL BE MET.
