Job Summary
Essential Duties
- Serves as the entry point to Human Resources and as a liaison with payroll. Answers employee and applicant questions. Receives and responds to complaints, concerns and inquiries from college personnel, students, applicants and others by disseminating information of both a routine and confidential nature requiring discretionary judgment and extensive knowledge of policies, procedures, and collective bargaining agreement language. Refers issues and concerns to appropriate parties for resolution and follows up to ensure satisfactory results.
- Assists in preparing and monitoring department/work unit's budget by compiling budgetary information from work sections. Prepares purchase requisitions, petty cash and travel advances received from work section for supervisor's signature.
- Collaborate with department supervisors to access employment needs in recruiting efforts to identify, interview, and hire qualified candidates. Prepares advertisements and posts job opening data in the online hiring module. Assists applicants as needed. Makes arrangements for applicant interviews and communicates frequently with candidates and hiring committee members.
- Handle all administrative tasks for onboarding, new hire orientation, and exit interviews, including entering data into HR information systems and auditing for accuracy and compliance.
- Assist in payroll processing, by updating employee files, employee pay information, and updating benefit changes.
- Assist with interpreting college benefits for both new and existing employees, as well as assisting with new employee and benefit orientation. Distributes all benefit enrollment materials and determines eligibility. Serves as liaison with benefit providers. Serves as the initial point of contact for employees regarding health benefits. Assists with the open enrollment process.
- Assist in the communication, interpretation, and upkeep of employee handbook, employee directory, and organizational chart, and contributes to the development of policies.
- Assist in developing and executing personnel procedures and policies, providing guidance and interpretation for college operations.
- Suggest new procedures and policies to continually improve the efficiency of the HR department and college as a whole, and to improve employee experience.
- Ensure legal compliance of state and federal regulations and applicable employment laws as required.
- Responsible for assisting with and maintaining confidentiality of materials related to the College’s bargaining unit strategies and documents.
- Organizes and coordinates special projects and events. Assists in determining date, time, location, and agenda. Makes all necessary arrangements.
- Gathers and compiles information for various reports. Compares data from several sources to ensure report accuracy.
- Coordinate the reporting of data to federal, state, local, and private agencies requesting or requiring information.
- Administer student employment programs to include campus employment, federal work-study and off-campus employment programs when needed.
- Responsible for knowledge of and adherence to federal and state regulations as it pertains to the Work Study Program.
- Responsible for being informed of regulations pertaining to student employment, such as limit on number of hours worked, enrollment status, etc.
- Perform other duties as are appropriate and as the Director of Human Resources may authorize or request.
Qualifications:
Education/Experience:
Bachelor's degree (B. A.) from four-year college or university; Five years’ recent experience with at least three years in a higher education Human Resource capacity, or equivalent combination of education and experience.
Requires in depth knowledge of and skill in managing complex employment and employee issues. Knowledge of and skill in applying the principles, practices and procedures of human resources administration in the area of employee recruitment and benefits. Knowledge of and skill in interpreting and applying state and federal statues and applicable rules and regulations related to human resources. Skill in facilitating meetings and delivering presentations. Skill in organizing, tracking and prioritizing assignments and tasks. Skill in operating a computer, word processing, database and spreadsheet applications; read and create e-mail messages; access the intranet system to find and complete forms and read institutional documents; access the internet and the College’s web site; use the calendaring function of the College’s e-mail system; and utilize department specific data entry and/or work order software to facilitate departmental tasks.
While performing the duties of this job, the employee is occasionally exposed to work near moving mechanical parts and risk of electrical shock.
The noise level in the work environment is usually moderate.
Physical Demands:
The employee must regularly lift and /or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include Close vision, Distance vision, Peripheral vision, Depth perception and Ability to adjust focus. While performing the duties of this Job, the employee is regularly required to sit, use hands to finger, handle, or feel, talk, and hear. The employee is frequently required to stand and reach with hands and arms. The employee is occasionally required to walk; climb or balance and stoop, kneel, crouch, or crawl.

This position is not remote and requires the successful candidate to work on campus. Applicants must be available to perform their duties in person as part of the on-site team.
