JOB SUMMARY
The Training and Compliance Manager (TCM) works under the direction of the Clean Gulf Associates Services Vice President of Operations and Client Services and is responsible for managing CGA’s support of association member trainings, drills, exercises and CGA equipment deployments to meet BSEE regulatory compliance. The position is also responsible for the program development, and training of internal CGA operational personnel. This position is based out of Houston, TX. Travel will be as needed to attend vessel and equipment deployments, personnel training and emergency responses, primarily Texas and Louisiana. The TCM will have supervisory responsibility for the Training Specialist position.
The TCM will lead the development and management of the external and internal personnel training and equipment deployment programs in accordance with BSEE regulatory requirements. They will serve as CGA’s external training outreach conduit to the membership and are expected to maintain contact with member company emergency response coordinators. As such, this individual will actively participate and provide regulatory guidance to member company BSEE trainings and Incident Management Team Response and Exercises. They will coordinate with CGA operations regarding BSEE regulatory deployments and equipment inspections.
Responsibilities will be to manage internal CGA training events for the purpose of developing CGA personnel and contractor personnel of the preferred contractor network (PRO’s). The TCM will be responsible for oversight of the CGA training and compliance database which provides quantitative metrics regarding equipment and personnel activity and deployments. This event data tracking system (currently FileMaker Pro) is to ensure accurate recording of all training, exercise and deployment events for regulatory compliance on behalf of the membership.
The TCM will represent CGA in industry outreach settings such as conferences, agency area committee meetings and industry events. The candidate will be in an on-call rotation acting as one of the managers with authority to dispatch personnel and equipment. During responses, the TCM will integrate into the member company’s Incident Management Team (IMT), providing technical support within the ICS structure as requested by the customer.
The ideal candidate will be an individual with a strong background in emergency oil spill response, proficient in the Incident Command System (ICS) with a working knowledge of marine operations, vessels and offshore oil and gas operations. Work participation outside of an office and in a marine industrial and vessel environment is a requirement. The candidate must excel in organizing, speaking and delivering presentations in front of large audiences.
QUALIFICATIONS
- Minimum of 10 years in oil spill response and/or emergency response related activities and five years in industry or government supervisory management position required.
- A bachelor’s degree or higher in a related field is preferred.
- Valid driver's license and clean driving record.
- Valid TWIC card.
- Knowledge of oil spill response equipment, deployment techniques, and oil spill management preferred.
- Experience in training, organizational, planning and fiscal management is required.
- The ideal candidate will be an individual proficient in the Incident Command System (ICS) with an in-depth knowledge of marine operations, vessels and offshore oil and gas operations.
- The candidate must excel in organizing, speaking and delivering presentations in front of large audiences.

DUTIES AND RESPONSIBILITIES
- Responsible for managing CGA’s support of association member trainings, exercises and drills to meet BSEE regulatory compliance.
- Responsible for coordinating CGA equipment deployments to meet BSEE regulatory compliance.
- Responsible for the program development, and training of internal CGA operational personnel.
- Coordinate with CGA operations regarding BSEE regulatory deployments and equipment inspections.
- Oversight and evaluation of CGA operational training for the purpose of continuing to develop the CGA & preferred contractor SROT personnel in accordance with BSEE Regulations.
- Serve as CGA’s external training outreach conduit to the association membership, industry and regulatory agencies
- Actively participate and provide guidance to member company during BSEE required trainings and Incident Management Team Response and Exercises.
- Oversight of the CGA training and compliance database which provides quantitative metrics regarding equipment and personnel activity and deployments.
- The candidate will be in an on-call rotation acting as one of the managers with authority to dispatch personnel and equipment.
- During responses, the TCM will integrate into the member company’s Incident Management Team (IMT), providing technical support within the ICS structure as required.
- Manages the training, deployment and contractor budgets.
- Organizes and develops training manuals and a “ready reference equipment guide” and evaluation procedures, multimedia visual aids, and other educational materials.
- Updates records and compiles statistical reports to be used for regulatory compliance from the training database (FileMaker Pro).

The range of responsibilities requires proven skills in operational management and in leading/motivating personnel. Demonstrated ability to represent Clean Gulf Associates with the membership, the public, the media, and appropriate governmental agencies is highly desirable.
