What are the responsibilities and job description for the BILINGUAL INTERPRETER position at Cleveland County?
This position provides direct verbal interpretation of information shared between Spanish speaking clients/patients and staff during clinic visits, and phone calls. In addition, this position provides written Spanish/English translation of materials (i.e. educational/informational pamphlets, memos or letters) to clients/patients. All interpretation/translation must meet program guidelines and regulations. Employee may be required to perform some clerical functions in a bilingual role for the health department. However, the majority of time is spent providing medical interpreting in the Primary Care Clinic, Maternal Health, Family Planning, Child Health, Behavioral Health, Sexually Transmitted Disease/HIV, Communicable Diseases including TB Control, WIC, Dental, Pharmacy and Immunization Programs. Supervision is received from the Public Health Program Manager. The normal work schedule for this position would be up to 20 hrs/week between Monday -Friday 8:00 am to 5:00 pm. The specific workdays/times are set with the Supervisor.

Essential Functions
Verbal interpretation of all information shared between the patients and staff in the clinic setting, in-person or via phone as appropriate. This includes but is not limited to, consent for care, collecting demographic information, collecting medical history, explaining testing and procedures, providing education, reviewing lab results, giving instructions for referrals, plan of care, and giving discharge instructions.
Serving as the point of contact, and as an advocate for patients either in person or via phone for scheduling appointments or arranging appointments, assessing the client's needs and directing to appropriate clinic, or answering questions. etc.
Translating a broad variety of written materials for the Health Department to provide quality services to Spanish speaking patients including but not limited to forms, educational pamphlets, information pamphlets, directions, questionnaires, etc.
Assisting patients with a limited ability to read, with completing forms and questionnaires as needed for the provision of services.
Serving as a resource to staff in understanding the patients' culture, especially as it relates to health service interaction. This includes nonverbal communication, health practices, and social relationships.
Cross train and fill in other clerical areas which includes scanning, medical records, scheduling, voicemail return calls and other clerical/administrative tasks according to program guidelines, when not providing interpreter/translation.
Completes all required administrative/clerical functions to support patients.
Knowledge, Skills and Abilities
Must be bilingual in English and Spanish for oral and written communication. General knowledge of office or work unit procedures, methods, and practices. General knowledge of and ability to use correct spelling, punctuation, and specialized vocabulary; ability to proofread. General knowledge of office accounting and record keeping procedures, mathematics, and their application in the work environment. Ability to learn and apply a variety of guidelines. Ability to use a variety of office equipment. Ability to work with people with courtesy and tact. Ability to screen communication based on predetermined guidelines to independently respond or route inquires. Ability to record and compile information based on general guidelines. Ability to gather and give information and instructions regarding the work process or procedures. Ability to balance and reconcile figures. Ability to learn to use specialized office equipment and medical terminology.
Education and Experience
High school diploma or GED and 2 years of experience in interpreting and translating English and Spanish in a setting that requires knowledge of the programs of services offered. Demonstrates fluency and skill necessary to meet the needs of the organization and client populations served; or an equivalent combination of training and experience.
Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires walking and sitting and occasionally requires standing, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work is generally in a moderately noisy location (e.g. business office, light traffic).

This position is a part of the Cleveland County Health Department which is considered a Health and Human Services Department. By General Statue 166A-19.3, Departments of Health and Human Services are agencies that are a part of the State Emergency Response Team for occurrences or imminent threat of widespread or severe damage, injury, or loss of life or property resulting from any natural or man-made accidental, military, paramilitary, terrorism, weather-related, public health, explosion-related, riot-related cause, or technological failure or accident, including, but not limited to, a cyber incident, an explosion, a transportation accident, a radiological accident, or a chemical or other hazardous material incident. In the event that the State Emergency Response Team is activated, this position will be required to participate if deemed necessary.
