What are the responsibilities and job description for the OPERATIONS ANALYST position at Cleveland County?
The purpose of this position is to integrate internal/external data systems with the Health Department's patient information system, coordinate the flow of data to and from various sources, provide technical information to determine and establish fees, supervise other employees that work with accounts receivable/credentialing, run reports and query statistical information along with initiate billing responsibilities: to include claims processing, denials, postings that specialize in Medicaid and related work as apparent or assigned. Work is performed and supervised under the Business Officer. The normal work schedule is 8:00 AM TO 5:00 PM, Monday through Friday. Some scheduling flexibility may be needed to meet the specific needs of the computer system.
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of the capabilities and limitations of computers and peripheral equipment. Considerable knowledge of the steps and procedures required to process data through a computer system. Knowledge of the basic statistical procedures, data and records management and report preparation. Ability to analyze reports and make recommendations to improve program performance. Ability to coordinate with information systems professionals, computer operations staff, and users to solve technical problems which impede or delay the processing of data. Ability to read and interpret computer messages and instructions. Ability to follow written and oral instructions. Basic knowledge of Medicaid and Medicare. Ability to train, direct, and coordinate the work of others. Ability to establish and maintain effective working relationships.
ESSENTIAL FUNCTIONS:
Establish process and set up electronic billing of insurance claims. Approve claims for electronic upload to Office Ally and Change Healthcare clearinghouses.
Establish file for billing to North Carolina Debt Set-Off Program. Submit file and post payments as needed.
Analyze and summarize financial statistics and present conclusions for administrative use.
Update user identification profiles; system cleanup; and maintain system security. Establish security of data based on user authority levels as defined by HIPAA. Troubleshoot hardware and software problems when an interruption in data flow has occurred. Ensure smooth and accurate data flow between sources and destinations.
Coordinating any software updates with the vendor, Patagonia Health, Fuse (Patterson Dental) and implement changes into the routine flow of data. Confer with technical computer personnel as needed (Cleveland County IT Department, Patagonia Health, FUSE and HSA personnel) to assess and determine best options for technology needs. Coordinate implementation of interface with reference lab software and our patient information system.
Attend User Group Meetings with other Health Departments to gain and share insights on how to improve systems efficiency and effectiveness. Train staff of all levels to use the computer system and provide instruction, guidance to regarding software changes/updates.
Advise staff about data entry problems, including incorrect or missing data, data entry errors, etc.
MINIMUM EXPERIENCE & EDUCATION:
Graduated with a two-year degree in data processing, computer operations, finance, business, or a closely related field and 1 year (12 months) experience in medical office management or medical billing or equivalent combination of education and experience.
PHYSICAL REQUIREMENTS:
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires using hands to finger, handle or feel, frequently requires sitting and speaking or hearing and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and visual inspection involving small defects and/or small parts; work is generally in a moderately noisy location (e.g. business office, light traffic).

This position is a part of the Cleveland County Public Health Center which is considered a Health and Human Services Department. By General Statue 166A-19.3, Departments of Health and Human Services are agencies that are a part of the State Emergency Response Team for occurrences or imminent threat of widespread or severe damage, injury, or loss of life or property resulting from any natural or man-made accidental, military, paramilitary, terrorism, weather-related, public health, explosion-related, riot-related cause, or technological failure or accident, including, but not limited to, a cyber incident, an explosion, a transportation accident, a radiological accident, or a chemical or other hazardous material incident. In the event that the State Emergency Response Team is activated, this position will be required to participate if deemed necessary.
