Position Overview
The Program Specialist works under the supervision of the Leisure & Lifestyle (L&L) Manager to select, plan, organize, lead, and evaluate the effectiveness of a diverse range of interventions and activities at a variety of sites to help clients who are blind, have low vision, and may have other disabilities to achieve optimal leisure, physical, cognitive, psychological and emotional functioning, and full participation in life. Recreational activities take place at CSC's primary site at 1909 East 101st Street, Cleveland, Ohio 44106; virtually; and occasionally at a variety of sites throughout the greater Cleveland area.
Essential functions
- Selects, plans, organizes, leads, and monitors diverse recreational activities at Cleveland Sight Center that help clients safely (a.) improve or maintain their leisure, physical, cognitive, emotional, social, and spiritual functioning, (b.) promote their full participation in life, (c.) increase overall independence.
- Supervises weekly in-person and virtual recreational activities both during the work week and after hours when applicable—including evenings and weekends.
- Ensures that selected activities and programs can be safely performed by participants, and maintains the safety of the program and program area.
- Selects, sets-up, maintains, and organizes equipment used in recreation programming. Instructs participants in the safe operation of equipment, and in the steps needed to safely participate in recreation programming.
- Works with the Leisure & Lifestyle Manager to define measurable, meaningful, and achievable outcomes for participants, and to collect, record, and organize outcome data.
- Collaborates with Transportation services to help participants arrange for travel to the sites of recreation programming, if applicable.
- Evaluates clients’ eligibility for participation in recreation, and monitors Intervention Plans when applicable.
- Contacts new client referrals regarding placement in recreation programming. Assesses interests of potential participants, and appropriately modifies or adapts activities to safely accommodate the specific needs and requirements related to each individual’s vision loss and/or other disabilities.
- Performs reminder calls to clients about programming, and registers clients for all recreation programs. Corresponds with client families/caretakers as necessary.
- Assists clients in filling out all required paperwork, including rights and responsibilities, recreation, financial assistance requests, amongst others.
- Records in the electronic client record system appropriate documentation (i.e. case notes, Intervention Plan updates, etc.) about clients and the programs in which they participate, and protects the safety and security of this information in accordance with agency policies.
- Prepares necessary written reports and statistics on recreation programming, and keeps daily client attendance.
- Completes documentation of recreation incidents, and sends this documentation to designated staff members within twenty-four hours of an incident's occurrence, or according to agency policy.
- Monitors and provides ideas for implementation of client feedback.
- Assists Leisure & Lifestyle Manager with supervising staff and volunteers, when assigned.
- Works with Leisure & Lifestyle Manager to complete, submit, and secure approval for funding requests for recreation equipment, supplies, and fees, in accordance with agency fiscal policies and procedures.
- Assists in general office duty tasks such as paperwork, data entry, and email/phone call need for recreation.
- Participates in a professional and productive manner in supervisory meetings with the Leisure & Lifestyle Manager.
- Attends and participates in professional and educational training events and/or conferences.
- Provides information and consultation to agency staff members and the community about recreation programs, activities, interventions, events, and plans.
- Adheres to the Cleveland Sight Center code of ethics, and its policies and procedures as well as applicable policies and procedures related to overseeing bodies including CARF and state/county regulations.
- Completes other job-related duties as assigned.

- Demonstrates knowledge of human developmental stages, principles of behavior change, concepts and models of health and human services, principles of group dynamics and leadership, and the contributions of play, recreation, and leisure activities to health and quality of life.
- Demonstrates knowledge of and a commitment to professional standards of ethical practice, legislative and regulatory guidelines and standards (including the Standards for the Privacy of Individually Identifiable Health Information, described in 45 CFR Parts 160 & 164, and related documents).
- Demonstrates honesty; respect for the person and the person's autonomy, choices, and preferences; and an authentic interest in the person's strengths, talents, resources, and stated needs. Ability to foster independence in clients as applicable to that individual client.

- Demonstrates a basic, sound knowledge of the major cognitive and developmental disorders and related conditions; physical, sensory, genetic and related conditions; and psychiatric and substance-related disorders.
- Demonstrates knowledge of appropriate assessment domains, such as sensory, cognitive, social, affective, leisure, and functional skills assessment.
- Demonstrates professional interpersonal and written communication skills.
- Demonstrates the ability to select, implement, and evaluate the effectiveness of programs, activities, and interventions that help persons achieve their assessed and stated needs in an appropriate, safe, and efficient manner. Modifies programs, activities, and interventions through the selection and use of accommodations, such as assistive technology and adaptable devices.
- Demonstrates competence in the use of basic intervention techniques, such as behavioral management, motivational interviewing, and strengths-based programming. Pays appropriate attention to risk management and safety concerns.
- Demonstrates competence in the use of computers and basic business applications to compose case notes, reports and other narrative documents.
- Is able to organize, analyze and present relative and effective outcomes driven data.
Supervision functions
Assigned volunteers, under the direction of L&LS Manager
Education and Experience
- Bachelor's degree or equivalent experience preferred in the areas of recreation, adaptive physical education, performing or fine arts, health services, or special education.
- Minimum of two years of experience in recreation, camp, or other structured, activity-based interventions based upon the assessed needs of individuals with disabilities.
Equipment/Tools Used
- Personal computer; software including Word, Excel, Outlook.
- Various equipment for class instruction.
Physical Requirements

- While performing the duties of this job, the employee must be able to lift up to 50 pounds and have the ability to stand, sit, bend, and type for long periods of time. Must be able to work flexible hours, including evenings and weekends, as required. Must have the capacity to travel with or without clients; ability to go out in the community to make home, employer, and library, etc. visits to, with, or on behalf of clients.
- Once hired, the employee must have reliable transportation. Employee/ driver must have current and sufficient automobile insurance and an acceptable driving record.
