WHAT YOU'LL BE RESPONSIBLE FOR
Reporting to our Chief Executive Officer, Stephanie Sonnenshine, and serving as our Security Officer, you will direct a broad functional division through a team of Directors who oversee and build our analytic capabilities, manage and configure our vended software products, develop and enhance applications, keep our work moving forward with the right hardware and software technology and ensure that our data transactions are HIPAA compliant, accurate and secure.

The CIO provides executive management and leadership to the Information Technology Services and has five direct reports : three Directors and one Information Security Analyst and one Administrative Specialist. The CIO has strategic leadership of the following Departments and their respective functions :
THE IDEAL CANDIDATE WILL
WHAT YOU'LL NEED TO BE SUCCESSFUL
Education and Experience :
Master’s degree in Management Information Systems or a related field. A minimum of twelve years of management experience in a health care organization which included experience working with Medi-Cal, Medicare and / or commercial insurance programs, health care information technology, and business analytics and reporting, and a minimum of five years leading one of the operational areas overseen by the Chief Information Officer (a Bachelor’s degree and two years of additional experience may substitute for the Master’s degree); or an equivalent combination of education and experience may be qualifying.
Knowledge of :
Thorough knowledge of the California Medi-Cal program, Medicare and / or entitlement programs. Thorough knowledge of healthcare information technology, including systems supporting claims processing, clinical program management, health plan operations, data warehousing, reporting, provider / member portals, connectivity with providers and members, and / or telephony. Thorough knowledge of Health Information Exchange concepts. Thorough knowledge of HIPAA security, privacy and transactions regulations. Thorough knowledge of healthcare analytics and decision support. Thorough knowledge of and proficiency in applying effective leadership and people management skills, including leading team building, facilitating efficient and effective meetings, problem solving, conflict resolution and negotiating with and influencing others.
Ability to :
Ability to oversee and measure the performance of a broad range of functional areas, including application services, data analytics services, and technology services. Ability to review and assess overall division function, including the core work, goals and structure of each department, and oversee the directors’ development and implementation of short- and long-term planning to achieve strategic objectives and completion of annual department strategic planning related activities. Ability to identify new programs, processes and systems to improve productivity and results. Ability to direct, manage, supervise, mentor, train, and evaluate the work of staff, and assist department directors in doing so.

OTHER DETAILS
While this position is connected to one of our Alliance offices, we are in a fully telecommute work environment right now due to the COVID-19 pandemic. The interview and onboarding process for this position will be completed remotely. This position may require onsite presence when our offices re-open, which will be no sooner than February 1, 2022. Onsite presence will most likely be on a part-time basis, but is dependent on business needs. Additionally, all positions at the Alliance are required to meet these minimum qualifications.
