Job Description:
Supports Constellation West's ongoing Prime work for the Nuclear Command, Control, Communications (NC3) Enterprise Center/Requirements Division.
The Requirements Division is the NEC’s primary interface with the Department’s requirements processes, specifically the Joint Capabilities Integration Development System (JCIDS), Joint Requirements Oversight Council (JROC), and Service processes. The division develops and maintains roadmaps that takes into account CPM and Research and Engineering (R&E) plans. The requirements division works closely with the Services and DOD Agencies to ensure full understanding of enterprise needs and that Program Objective Memorandum (POM) submissions reflect the NC3 enterprise priorities.
Requirements:
- Security Clearance: ACTIVE DoD TOP SECRET w/SCI eligibility
- Minimum of five (5) years’ of experience understanding cyber doctrine, policy, and strategy experience with the application of that knowledge
- Experience shaping plans, programs, and investments
(e.g. 5100 series of DoD Directives regarding Cyber, 8500 series of DoD Instructions regarding Cyber, DoD Cyber Strategy
Deterrence Analysis and Planning Support performs two core functions which are Adversary Decision Calculus Planning Analysis and Course of Action (COA) Analysis and Wargaming. The outputs of these two functions are required for informed, reasoned, and adaptive U.S. strategic deterrence planning and operations and to identify future deterrence capability requirements in a complex, uncertain, and rapidly changing security environment.
- Provide scenario-based Decision Calculus Planning Analyses and Deterrence Impact Analyses in support of war gaming to improve unity of effort between USSTRATCOM, its components, Geographic Combatant Commanders (GCCs), and other USG organizations deterrence activities.
- Provide scenario-based deterrence analysis to war gaming activities designed to test USSTRATCOM OPLAN/CONPLAN deterrence actions.
- Provide scenario-based deterrence assessments to war gaming activities to evaluate USSTRATCOM OPLAN/CONPLAN integration with GCC OPLAN/CONPLAN actions.
- Conduct hypothesis-based Decision Calculus Planning Analysis and Deterrence Impact Analysis to test deterrence assumptions in experimentation.
- Develop/create tools to effectively and professionally display visualizations of scenarios.
