We are seeking a Project Manager who will support our client. The Project Manager will oversee and execute complex IT initiatives. In this role, you will be responsible for managing project timelines, budgets, and resources while ensuring alignment with business objectives. This management role will work with multiple internal and external stakeholders, project teams, divisions, departments, and vendors to strategize, implement, and maintain the various modernization initiatives for social services and Medicaid programs.

Duties
- Review project proposals or plans to determine a time frame, funding limitations, procedures for accomplishing projects, staffing requirements and the assignment of available departmental resources to various project phases.
- Identify and schedule project deliverables, milestones, and required activities and tasks.
- Provide leadership and motivation to project team members throughout the project life cycle and confer with project staff to outline a work plan.
- Establish a work plan and staffing for project activities, iterations, or phases, and arrange for recruitment or assignment of project personnel.
- Ensure that project goals are in line with business objectives.
- Ensure that project goals are achieved.
- Assign duties and responsibilities to project personnel and define the scope of their authority.
- Direct and coordinate the activities of project personnel to ensure projects progress on schedule and within budget.
- Review status reports prepared by project personnel and modified schedules or plans as required.
- Work with business and cross-functional teams to develop Business Case and Cost Benefit analysis for prioritized initiatives within the program.
- Manage multiple Vendor onboarding and identify key requirements needed from cross-functional teams and Vendors.
- Work with other program managers to identify risks and opportunities across multiple projects within the department.
- Manage budget across various workstreams and funding channels for maximum productivity.
- Manage resource allocations and expectations for program.
- Collaborate with the State IT to ensure program compliance with the State IT Roadmap and all State Privacy and security requirements.
- 3 years of experience in program management, overseeing multiple large, complex projects.
- 3 years of experience developing roadmaps for project portfolios.
- 3 years of proven track record in delivering IT projects on time, within budget, scope and schedule.
- 3 years of experience making objective decisions based on strategic priorities, business performance analysis, and resource availability.
- 3 years of experience managing project risks, costs, schedules, quality, testing, and communications.
- 3 years of strong supervisory, organizational, interpersonal, and time management skills.
- 3 years of demonstrated expertise in presentations, training, and both oral and written communication.
- 3 years of hands-on experience with project management tools (e.g., Microsoft Project).
- 5 years of proficiency in MS Office (Word, Excel, PowerPoint).
- 5 years of strong organizational and analytical skills, including experience preparing project plans for complex business needs.
- 5 years of ability to effectively communicate at all levels, apply strong evaluation skills, and relay information through clear and concise reports.
- 2 years of experience working on projects related to application transformation and modernization.
- Prior experience in Child welfare application is required.
- Experience with Agile Methodologies.
- PMI certification in Project Management Professional (PMP), Agile (PMI-ACP) or PgMP.
- Experience with Cloud technologies & SaaS applications running on Cloud.
- Experience collaborating with Federal, State and Local Government.
- Knowledge of social services or complex case management systems.
- Experience managing implementation of a statewide IT project.
- Experience in establishing and/or implementing governance models for IT modernization efforts.
