What are the responsibilities and job description for the Safety Basis Analyst position at Clover Leaf?
CEIS | Clover Leaf Solutions is seeking a Safety Basis Analyst 4 to support safety analysis and training efforts at our Department of Energy client. This role requires expert-level knowledge of DOE Safety Basis (SB) orders and standards and will be responsible for developing and delivering Documented Safety Analysis (DSA) and Technical Safety Requirement (TSR) training for staff. The ideal candidate will have previous National Training Center (NTC) instructor-level experience and a strong background in safety basis policy development and implementation.
Key Responsibilities:
- Develop and present NTC-equivalent training courses on Documented Safety Analysis (DSA) and Technical Safety Requirements (TSR).
- Lead nuclear and non-nuclear risk and hazard analyses, including hazard identification, facility hazard categorization, accident analysis, and selection of controls.
- Prepare and revise safety basis documentation, including Unreviewed Safety Question Determinations (USQDs), DSAs, TSRs, Facility Safety Plans, and Safety Assessment Documents.
- Assist in revisions to LANL SB policy and implementing documents to maintain compliance with DOE orders and standards.
- Provide training and mentorship across the organization to qualify Safety Basis Analysts in compliance with LANL requirements.
- Conduct safety evaluations and ensure adherence to DOE, NNSA, and LANL safety policies and regulations.
Qualifications:
- Bachelors degree in Engineering or Science and 15 years of experience in safety basis analysis or a related field. Equivalent education and experience may be considered.
- Expert-level knowledge of DOE Safety Basis Orders and Standards, including 10 CFR 830, DOE O 420.1C, and DOE-STD-3009.
- Previous qualification as a National Training Center (NTC) Master Instructor for Unreviewed Safety Question (USQ) and Technical Safety Requirement (TSR) courses.
- Experience developing NTC-like training courses for safety basis analysts at a DOE facility.
- Ability to review and revise safety basis policies and implementing documents to align with DOE and LANL requirements.
- Strong leadership and communication skills with the ability to train and mentor staff at all levels.
Preferred Qualifications:
- Certified NTC Instructor for Unreviewed Safety Question (USQ) and Technical Safety Requirements (TSR) courses.
- Experience with LANL safety training programs and LANL-specific safety basis procedures.
- Previous experience leading safety basis training initiatives within a DOE or NNSA facility.
