SUMMARY OF ASSIGNMENT

Under the general direction of the Superintendent, this position will serve as the Chief Academic Officer and be responsible for the oversight and alignment of instructional department directors, and council-level supervisors of principals to achieve the Board Accountability Goals through the District Strategic Plan, School Annual Actions Plans, and department initiatives. This position provides general direction and supervision of the leadership of academic achievement, curriculum, instruction, and school reform for the district. This is accomplished through supervision of the assistant superintendent for secondary schools, executive directors for elementary schools, the district improvement plan and program directors in the following areas; assessment and program evaluation; teaching and learning; compensatory programs; elementary and secondary education and, the career and technical education program.

This position will also ensure that the district’s mission is supported and furthered in the most effective and efficient manner. This position directly supervises the administrative assistant, Executive Directors for Elementary, Assistant Superintendent for Secondary, Director for Teaching and Learning, Director for College and Career Readiness, Director for Assessment and Program Evaluation. The Deputy will assist the Superintendent with board matters and community outreach.

 

ESSENTIAL FUNCTIONS

Program and Instruction

  • Provide administrative oversight for the preparation and completion of reports and interpretation of related data for effective decision-making by administrators, the board, and the superintendent.
  • Plan, prepare, and monitor assigned budgets.
  • Provide assistance in interpreting laws, rules, and regulations.
  • Provide support to the district-established, site-based management process.
  • Recommend, prepare, and monitor policies and procedures.
  •  Develop and maintain clear communications with District support staff to ensure effective service to programs. Provide oversight to local, state, and federal legislation and governance issues.
  • Participate in collective bargaining and other employee related activities.
  • Assist in developing and supporting District and school level in-service/staff development initiatives.
  • Assist in the execution of strategies to increase academic achievement and positive school climate.
  • Provide direction and maintain up-to-date knowledge of educational reform and instructional best practices in all aspects of preschool through twelfth grade education (P-12).
  • Provide vision and leadership in the development and implementation of the District’s strategic plan and/or superintendent’s work plan. In conjunction with the administrative team, establish operational goals and objectives in support of the strategic plan and/or superintendent’s work plan and district policies.
  • Oversee and align instructional department directors, and council-level supervisors of principals to achieve the Board Accountability Goals through the District Strategic Plan, School Annual Action Plans, and department initiatives.
  • Drive implementation of Universal Design for Learning (UDL), PLC frameworks, and Multi-Tiered Systems of Support (MTSS) to support the diverse needs of all students.
  • Provide visionary leadership and expert guidance to principals and instructional staff, ensuring alignment between instructional goals and the district’s strategic priorities.
  • Create and maintain a positive focus on the needs of all children in all areas of school programs.
  • Advise the superintendent, board, and administration on educational issues; act as the key spokesperson for assigned areas of responsibility.
  • Identify other duties of the position that will aid in the attainment of a high-quality education for all students; prescribe and perform those duties, as necessary; and consult with the superintendent, colleagues, and others to achieve success for all concerned.

Personnel and Evaluation

  • Participate in the selection, orientation, and evaluation of new administrators.
  • Supervise and evaluate employees assigned to report to this position.

General Administration and Leadership

  • Serve as a council advisor to the Superintendent.
  • Provide expertise and leadership for the organization in planning, gathering, analyzing, interpreting, and reporting information.
  • Serve as task group leader for general administrative projects as directed.
  • Represent the Superintendent on general administrative matters as directed.
  • Act on behalf of the Superintendent in all matters in the absence of the Superintendent.
  • Organize and conduct Board presentations.
  • Select and implement appropriate descriptive and inferential statistical procedures.
  • Actively nurture and support the continued development of shared decision-making strategies.
  • Promote effective working relationships with staff at all levels of the organization.
  • Serve as the district Section 504 Coordinator
  • Facilitate a weekly Instructional Council meeting.
  • Facilitate and lead Academic Improvement Committee.
  • Update the Superintendent on progress in all areas of instruction and report to the Board as needed.
  • Attend weekly labor management as needed and monthly labor Issues and Interests meetings.

Public and Staff Relations

  • Serve as district spokesperson at both formal and informal speaking engagements and in the development of written documents describing programs and activities.

  • Respond positively to suggestions for professional improvement.

MINIMUM QUALIFICATIONS

Education and Experience

Master’s degree in educational administration or appropriate related field; earned doctorate preferred.

  • Successful experience in innovative program management, school building administration, or central office administrative work.
  • Successful experience in curriculum development, implementation, and evaluation.
  • Experience in implementing comprehensive school reform models.
  • Experience, understanding, and sensitivity in working in multi-cultural and ethnically diverse school surroundings, with the ability to communicate effectively with all cultural groups in the community and school environment.
  • Evidence of experience and training needed to perform the functions described in the essential functions.
  • Experience promoting collaborative decision-making and the ability to promote consensus with groups of individuals having diverse interests and values.
  • Experience in personnel selection, collective bargaining, capital projects planning, and budget development. Such alternatives or qualifications as the Superintendent may deem appropriate and acceptable.

 

Required Knowledge, Skills, and Abilities

  • Demonstrated proficiency in oral and written communication.
  • Expertise in facilitating effective communication in the school community at large.
  • Experience utilizing best practices and research in student assessment.
  • Knowledge of current trends and related laws and regulations.
  • Demonstrated increasingly responsible successful leadership experience in complex school organizations.
  • Extensive knowledge of the educational process at the school level, school leadership, and research in educational performance standards.
  • Knowledge of organizational theory and its application in large school districts including familiarity with systems thinking and the ability to analyze organizational situations from structural, human resource, political, and symbolic frames.
  • Ability to accept responsibility and be held accountable, coordinate multiple activities simultaneously, adapt to change and remain flexible, and demonstrate a comprehensive understanding of the dynamics of P-12 urban education.
  • Ability to prepare comprehensive reports and correspondence.
  • Ability to take individual initiative; to establish objectives, produce results, and produce quality work personally and through subordinates.
  • Ability to work effectively under pressure.
  • Ability to exercise independent judgment.
  • Ability to organize, set priorities, and coordinate activities.
  • Knowledge of effective supervisory practices and procedures.
  • Ability to develop, administer, and monitor budgets.
  • Demonstrated skill in establishing and maintaining effective working relationships with district staff and administrators, students, parents or guardians, outside agencies community groups and the public in a multicultural community.

DESIRABLE QUALIFICATIONS

  •  School and district level administrative experience
  • Possession of a Washington Superintendent Certificate.
  • A Doctorate in Educational Leadership or a related field.

 

WORKING CONDITIONS

Work is performed in an office environment. Required to attend frequent extra-hour meetings, e.g., collective bargaining sessions, School Board, and management meetings. Required to travel to various schools and community sites. Some out-of-state travel maybe required to attend conferences or represent district. Requires exposure to distraught, angry, or hostile individuals. Represents the District on potentially controversial or sensitive matters. Must be able to use fingers, hands, and arms and to listen carefully and focus while filtering out normal office noise. Ability to see, hear, speak, walk, sit, stand, crouch, and reach. Moderate lifting and carrying up to 25 pounds. Reaching overhead and horizontally. Dexterity of fingers and hands to operate equipment and a computer keyboard.

CONDITIONS OF EMPLOYMENT

 

Employment with Clover Park School District is conditional pending completion of a Washington State Patrol and Federal Bureau of Investigation fingerprint background check as required by RCW28A.400.303. (NOTE: All associated background check fees are the employee’s responsibility.) The fingerprint scan must be completed prior to the first day of employment.
