SUMMARY OF ASSIGNMENT
Under the general direction of the Assistant Director of Special Education, the early learning program manager is responsible for planning, scheduling and communicating with stakeholders to facilitate smooth transitions from IDEA Part C to Part B services by the child's third birthday. This role involves collaboration with families, community partners, and other professionals to ensure optimal outcomes for children with developmental needs during their critical early years.
ESSENTIAL FUNCTIONS
- Schedule and provide oversight of monthly interdisciplinary staff meetings, assist with safety meetings, early childhood special education services team building, goalsetting, and professional development.
- This position is responsible for writing IEPs for students who transition from Part C (Individual Family Service Plans) to Part B services in the school district (Individual Education Program).
- This position coordinates all related meetings with agency partners and families, and tracks timelines and compliance with all Part B service requirements.
- Establishes positive and collaborative relationships with children, families, and stakeholders, ensuring effective transition partnerships.
- Exhibits mastery of instructional strategies suitable for children aged birth to three, including those with developmental needs.
- Evaluates program effectiveness, including successful IDEA Part C to Part B transitions, and adapts strategies based on assessment results.
- Demonstrates expertise in early childhood development, educational practices, and transition planning for children with developmental needs.
- Directs and develops Early Childhood Special Education staff by creating schedules, providing guidance, consultation, and mentorship, and answering education-related questions.
- Partners with Early Learning Program (ECEAP and Head Start) staff for integration of ECSE students.
- Supports the ECSE program at Pierce College.
- Evaluates ECSE Staff.
- Develops and maintains Special Education Early Childhood Learning guidelines by creating and updating district procedures and practice documents and providing input for board policy changes.
- Assures quality of delivery of services by developing and interpreting district, local and state guidelines for Special Education Early Childhood Learning.
- Collaborates with ECSE staff to address educational concerns that require district support beyond the building level.
- Maintains ECSE Staff by recruiting, selecting, orienting, and training new ECSE Staff.
- Supports ECSE by coaching and mentoring and evaluating their performance.
- Maintains a cooperative relationship among ECSE Staff by communicating information and leading team-building activities.
- Ensure maintenance of program statistics and services data.
- Train ECSE Staff or coordinate training in the following areas, including but not limited to: IEPs, TS Gold, Instructional Materials, Classroom Management, Behavior guidelines and program requirements.
- Coordinates and assists programs related to school safety.
- Coordinates training for ECSE staff in FERPA and public records compliance procedures.
- Assists the Assistant Director in ensuring compliance to federal, state, program, and agency regulations, such as, Child Protective Service reporting requirements, and emergency preparedness program, as appropriate.
- Perform other duties as assigned by the Assistant Director.
MINIMUM QUALIFICATIONS
Education and Experience
- Baccalaureate degree in Special Education or related field.
- Three years prior experience in Early Childhood Special Education preferred.
- Knowledge of early childhood regulations and educational policies.
- Strong leadership, communication, and interpersonal skills.
DESIRABLE QUALIFICATIONS
Master’s degree in early childhood education, Child Development, or related field.
Experience working as an educator in an urban public school system.
Experience working as an educator in an early childhood setting.
Knowledge of the Individuals with Disabilities Education Act (IDEA) Part C provisions.

Pay: $128,997.00 - $158,572.00 per year
