This is full-performance professional work responsible for moderately complex procurement work which involves maintenance and administration of agency procurement portfolios for operating products and services.
- The employee at this level is proficient in implementing procurement services; arranging the sequence of work; obtaining data, materials, and other information; selecting the appropriate method or approach in accordance with policies, training, and accepted practices, and comparing alternate paths for optimization in product/service delivery.
- The work requires the ability to resolve problems and work efficiently with departments, vendors, and other suppliers. An incumbent in this class applies a professional knowledge of procurement methods, principles, and practices. Contacts are with department/agency personnel, officials at various levels of government, purchasing associations and organizations, and businesses/suppliers to provide advice and consultation, clarify technical data, resolve requirements having legal implications or fiscal issues and other compliance matters, and coordinate purchasing/contractual requirements with departments. Incumbents exercise considerable initiative and independent judgment in addressing and completing the assigned duties. This class of work entails some public service/assistance, presentations, and training to vendors on how to do business, especially with new vendors.
- Work is performed under the authorization of the County Purchasing Agent and general supervision of the agency executive staff, higher-level Procurement Officer, or another designated supervisor.
DISTINGUISHING CHARACTERISTICS
- As a full-performance professional, the incumbent in this class serves as a skilled member in one of the teams/units assigned department/agency or projects.
- The complexity of the Procurement Officer II class derives from the need to determine, review, and analyze clients' needs in the context of stipulated resource parameters, procedures, and policies in order to develop appropriate and effective procurement options and solicitation packages; whereas the Procurement Officer I level is primarily responsible for enacting procurements that may be complex and daunting, but do not require substantial creative decisions or extensive situational analysis.
- The Procurement Officer II class is distinguished from the Procurement Officer III in that the Procurement Officer III class typically serves as supervisory or as a team leader procurement professional in a department responsible for overseeing and coordinating designated purchasing initiatives, has a key role in coordinating a department's bid specification with Contract Services Officers, serves as a subject matter expert on legislative procurement matters or grant proposal development activities; whereas the nature of Procurement Officer II class work is primarily responsible for handling assigned "using agency" procurement needs by enacting established procedures, providing oversight of credit card purchase programs according to established policy and procedures, or facilitating the procurement needs of special projects in compliance with established policies, procedures and regulations.
CERTIFICATION/LICENSE (Preferred-Not Required):
Certification as a Certified Professional Public Buyer (CPPB) or kindred equivalent certification from an accredited institution/agency such as listed below:
- Certified Purchasing Professional (CPP)
- Certified Professional Purchasing Manager (CPPM)
- Certified Supply Chain Professional (CSCP)
- Certified Public Purchasing Officer (CPPO)
- Federal Acquisition Certification in Contracting (FAC-C)
- Federal Acquisition Certification for Contracting Officers
- Representatives (FAC-COR)
- Contract Specialist Level Certification
