Business Development and Capture ManagerPOSITION DESCRIPTION:
CNF is seeking a proven Business Development Manager to lead and expand our federal contracting efforts in high-growth mission sets including Cyber, Space, Special Operations, and Intelligence. This individual will identify, pursue, and secure large-scale federal contracts principally focused on Department of Defense and Intelligence Community Cyber domain. The ideal candidate will possess a combination of domain knowledge and a demonstrated track record of securing significant government contracts.
The position will report to the Chief Strategy Officer. This position is eligible for hybrid or remote work opportunities, but will be based in or nearby the National Capital Region. Travel up to 25% may be required for this position. A Top Secret security clearance with eligibility for SCI is required.

RESPONSIBILITIES:
• The successful candidate will lead capture efforts to secure new, strategic contracts that support the development of a healthy, diverse, and sustainable pipeline of opportunities supporting CNF’s overall growth strategy. This will include leading the capture of specific opportunities as well as consultatively supporting Operations managers in activities to grow organically, and tactically. Specific duties will include:
• Conducting Business Analysis and Market Research to refine the addressable market, influence CNF’s strategic planning, and position the company for maximum success in the sales cycle.
• Identifying, capturing, and closing deals through proactive relationship-building with potential customers.
• Identifying and developing relationships with prospective clients while maintaining existing client relationships and teaming partners.
• Identifying potential clients and completing appropriate research on the prospective client’s needs.
• Establishing and maintaining a pipeline of target opportunities that have been qualified through initial conversations with government stakeholders.
• Developing new sales areas and improving sales through various methods.
• Maintaining a strong understanding of products and services, processes and operations, remaining up-to date on industry news, and seeking innovating new ways to serve customers.
• Author proposals, white papers, standard operating procedures, and other content.
• Creating and delivering opportunity capture plans and milestone reviews intended for corporate gate approvals
• Collaborating closely with other members of the corporate team to include Executive, Operations, Technology, Contracts, and Accounting personnel
• Providing accurate and timely data for weekly status updates and periodic capture reviews
• Performing market, competitor, and price-to-win analyses and strategies
• Ensuring development of solutions offering competitive distinction that map to client requirements
QUALIFICATIONS:
The ideal candidate will have a BS or BA degree and related experience, but candidates with high energy, strong interpersonal skills, and great analytic skills are encouraged to apply if they otherwise meet the following qualifications:
• 5 years of experience in the GovCon industry, preferably with Department of Defense clients
• A Top Secret security clearance is required, with verifiable eligibility for SCI
• Must have fundamental understanding of the Cyber Domain and mission area(s)
• Proven experience at identifying, influencing, responding to, and winning Federal government contracts.
• Exceptional verbal and written communication, and presentation skills with the ability to express technical and nontechnical concepts clearly and concisely
• Relationships with key clients and/or industry partners in the Cyber area is a big plus
• Strong analytical and organizational skills; able to solve problems with minimal oversight
Salary for this role is competitive and starts at $160,000.00, stated per Maryland law.
LOCATION:
Hybrid / remote telework that sits in Columbia MD, with some travel within the continental US.
