Job Description
Primary Objective / Position Summary
The Program Officer (PO) will backstop USAID Bureau of Humanitarian Assistance (BHA) Food for Peace (FFP) programming in Zimbabwe and Madagascar. Responsibilities include providing administrative and technical support to field staff, monitoring and evaluating field project activities and results, and start up and close out support.
General Responsibilities
The PO will be responsible for a wide range of functions, including but not limited to :
- Providing process management, home office support, and finalization of quarterly and annual reports, annual work plan narrative, and other technical and programmatic deliverables as needed.
- Leading technical and budgetary sub-partner award management and coordination, ensuring compliance with technical and contractual deliverables;
- Supporting recruitment and contracting of personnel and consultants including administrative and technical support such as developing Scopes of Work for consultants, JDs for personnel.
- Management of implementation tracker and leadership of check in meetings.
- Mentorship and guidance of backstopping staff with potential for supervisory role.
- Short term travel to the field to support implementation, especially during program start up. (Includes travel to remote, hard-to-reach areas) to conduct program site visits, to assist in field office work efforts, activity start-up and closeout support, conduct general evaluation of program progress and information collection;
- Ensures compliance with USAID / BHA rules and regulations; drafting of USAID memos and approval requests in coordination with the Awards and Compliance Unit.
- Supports monitoring and evaluation of program activities and reviews and finalizes M&E deliverables as needed.
- Supports coordination of strategic relationships with donors, implementing partners and other stakeholders, as required.
- Monitor project spending, including through management of the budget tracker and regular tracking of projections;
- Maintain electronic filing system of all program documentation, stakeholder contacts and key deliverables;
- Coordination of field travel for long-term and short-term staff, processing procurements, and payments.
- Support commodity tracking, Call Forwarding process, and prepare reimbursement requests.
- Support the Communications Department by ensuring production and updating of high-quality project communication content;
- Monitor projects to ensure programmatic, contractual, and financial compliance in collaboration with the Finance and Operations and Compliance Departments, as well as achievement of project deliverables and impact;
- Perform a variety of other related duties as required.
