Job Description
Primary Objective / Position Summary
The Senior Program Officer is an integral member of CNFA's Program Management Team and will work on a dynamic team to support CNFA's portfolio of agricultural development programs globally by providing administrative backstopping support from the Washington, DC office. This role will initially specifically support a BHA-funded Food for Peace program in Zimbabwe. Responsibilities include providing administrative and technical support to field staff, monitoring and evaluating field project activities and results, and start up and close out support.
General Responsibilities
The SPO will be responsible for a wide range of functions, including but not limited to :
- Manage program implementation by providing technical support that includes, but is not limited to : input toward program strategy development; assistance developing technical program materials and deliverables; monitoring and evaluation of program activities; development of strategic relationships with donors, implementing partners and other stakeholders; leadership in critiquing and reviewing project documents such as grant and project proposals; development of scopes of work for short-term assistance and other technical contributions;
- Mentorship and guidance of backstopping staff with potential for supervisory role.
- Work closely with the Safety and Security Manager regarding security-related concerns and in developing an effective strategy for the project in terms of its safety and security needs.
- Monitor project spending and regular updating of projections;
- Support commodity tracking, Call Forwarding process, and prepare reimbursement requests.
- Technical and budgetary sub-partner award management and coordination, ensuring compliance with technical and contractual deliverables
- Support programs, including reviewing / editing program documents and reports, tracking and reports program events;
- Maintain electronic filing system of all program documentation, stakeholder contacts and key deliverables;
- Ensures compliance with USAID / BHA rules and regulations; drafting of USAID memos and approval requests in coordination with the Awards and Compliance Unit.
- Supports monitoring and evaluation of program activities and reviews M&E deliverables as needed.
- Supports coordination of strategic relationships with donors, implementing partners and other stakeholders, as required.
- Monitor project spending, including through management of the budget tracker and regular tracking of projections;
- Prepare or review project documentation that requires home office and USAID approval;
- Support the Communications Department by ensuring production and updating of high quality project communication tools;
- Monitor projects to ensure programmatic compliance and contractual and financial compliance in collaboration with the Operations and Compliance Department, as well as achievement of project deliverables and impact;
- Field travel for site visits, temporary assignments to assist in field office work efforts, general evaluation of program progress and potential, and collection of program information will be required;
- Manage sub-contractors contractual and technical deliverables;
- When approved, liaising with USAID to provide timely updates on program activities and impact and engage donors on development and implementation of programs; and
- Other duties as assigned.
