DEFINITION : Under immediate to general supervision, operates the district control room and telemetry system; monitors, analyzes, and responds to supervisory control and data acquisition system (SCADA) alarms and other data; controls the flow of water through the main canal and subsequent distribution lines; monitors and operates sanitation lines and lift stations; monitors and operates wells, boosters, and reservoirs along with flows and pressures in the domestic waster distribution system; monitors weather, earthquake activity, storm water, security systems, fire and panic alarms, and emergency operations and dispatches emergency personnel and equipment when required; and performs related work as required.
Essential Functions
EXAMPLES OF TYPICAL JOB FUNCTIONS :
Monitors, analyzes, and responds appropriately to alarms and data from the District's Supervisory Control and Data Acquisition (SCADA) computer system; troubleshoots and corrects control system; determines need for and notifies appropriate personnel and appropriate standby personnel after normal business hours; generates necessary work orders and documents all work performed.Monitors, analyzes, and regulates water levels and flows in the canal and throughout the irrigation system by adjusting canal and lateral gates and booster pumps through the SCADA computer system; anticipates potential water shortages or overages in irrigation service area; analyzes data to identify issues related to canals and generates work orders as appropriate.Monitors, analyzes, and regulates water levels, pressures, and flow throughout the domestic water distribution system by operating wells and booster pumps through the SCADA computer system; verifies domestic wells and boosters are at proper set point; and monitors domestic reservoir levels.Monitors, analyzes, and responds appropriately to levels, flows and alarms relayed by the SCADA system, District personnel, and the public relating to wastewater reclamation plants, sewage lift stations, storm water, aquifer recharge, and all other District facilities.Monitors the District two-way radio and maintains a Control Room log by computer input; dispatches personnel and equipment on emergency and other related calls outside of normal business hours; records messages and relays information to other departments and agencies as needed; creates work orders in the District system.Monitors security alarm systems and security cameras in District facilities; monitors and controls access to District facilities after normal business hours; maintains control room logs and records entrance to facilities after normal business hours.Coordinates field personnel for maintenance and repair activities; relays information between operations, maintenance, and other district staff; adjusts level and flow of water using SCADA system based on field operations feedback and/or maintenance needs. Performs all phases of receiving, processing, and responding to internal and external customer questions and concerns by telephone and in writing concerning leaks, billing, orders, spills, or other issues related to district canals, domestic water distribution, wastewater, sewage, storm water, and district facilities.

Minimum Qualifications
MINIMUM QUALIFICATIONS :
Education : Equivalent to a High School Diploma.
Experience : One (1) year experience working with a water distribution, collections, or dispatch facility.
Licenses and Certifications : Possession of a valid California Driver’s License, to be maintained throughout employment. Possession of a valid California State Water Resources Control Board Distribution I certificate, to be maintained throughout employment.
