Summary/Objective
The Director of Clinical Operations, Inpatient (DOCO) at Coalinga Regional Medical Center (CRMC) is responsible for coordinating daily hospital and skilled nursing facility (SNF) operations to ensure services are provided in compliance with CDPH, CMS, Title 22, OSHPD, Health Department, and all regulatory agencies governing general acute care hospitals and skilled nursing facilities. This role supports the CRMC administration and leadership team in areas such as orientation and training, committee coordination, EHR support, policy and procedure development, and regular performance assessments using EHR data. Additionally, the position involves communication and coordination with internal departments such as HR, corporate billing/AP/AR, payroll, vendors, and other related agencies. The DOCO will also handle additional duties as assigned by the governing board, CEO, or designee, ensuring compliance with regulatory requirements.
The Director of Clinical Operations, Inpatient will maintain, update, and develop policies and procedures to guide high-quality hospital services and operations. This role represents CRMC in internal administration and externally for marketing, service recovery (responding to complaints), community relations, and regulatory communications and visits. The DOCO is committed to ensuring that the highest degree of quality care is always maintained. The DOCO will oversee day to day operations of Med Surg, ER and SNF to ensure departments within the hospital system are coordinating and working together effectively.
Essential Functions
- Act as a resource in developing, maintaining, and implementing written policies and procedures in consultation with health professionals and administration for the acute care hospital (including clinics).
- Ensure on-site presence sufficient to manage and administer the facility effectively.
- Monitor the quality and appropriateness of care provided in accordance with regulations and standards.
- Maintain current copies of relevant regulations on-site and make them available to professional staff upon request.
- Notify staff about updates to regulations, including additions, deletions, and changes.
- Notify the California Department of Public Health (CDPH) of unusual occurrences as specified in Title 22 §75241. For occurrences outside regular business hours, a report must be made to CDPH during business hours.
- Provide leadership and guidance on performance guidelines and operational standards.
- Manage facility contract maintenance and ensure annual reviews per regulated guidelines.
- Assist in the organization and participation in Quality Assurance, Safety, Leadership, Interdisciplinary Committee, Infection Control, Pharmacy and Therapeutics, Utilization Review, and other required departmental meetings.
- Perform other duties as assigned.
- Ensure assigned departments are effectively communicating and coordinating care.
- Clinical Documentation and Technical Support:
- Coordinate in-person and remote EHR training to new clinicians and department staff as needed.
- Ensure discharge planning and Case Management documentation is accurate and complete
- Recruitment Support:
- Assist in the recruitment and scheduling of physicians and mid-level providers for the Emergency Department, Hospital, and associated clinics as requested.
- Develop job postings, organize interviews, support onboarding, and maintain recruitment records.
- Advocacy & Support:
- Advocate patients' needs, ensuring they receive comprehensive support throughout their care journey.
- Address complex cases and resolve escalated issues, providing guidance and support to staff.
- Collaboration & Communication:
- Collaborate with healthcare providers, social workers, and community organizations to coordinate patient care and resources.
- Serve as a liaison between patients, families, and healthcare teams to facilitate communication and address concerns.
- Quality and Compliance:
- Under the direction of the CEO, develop and manage utilization review/management programs.
- Collaborate with regional Quality Department managers in initiatives and educational programs to improve utilization review measures.
- Review clinical records, assist in protocol development, conduct quality audits, and coordinate measures to ensure compliance with industry standards.
- Work with the Clinical Documentation Improvement Department to identify and develop opportunities for improving clinical documentation.
- Oversee the development and implementation of quality improvement initiatives, ensuring adherence to best practices and CIHQ standards. Analyze performance metrics and patient outcomes to identify areas for improvement and implement necessary changes.
- Policy Oversight:
- Manage the development and oversight of policies, procedures, and protocols related to clinical care, ensuring alignment with organizational standards.
- Collaborate closely with medical staff and ensure compliance with bylaws for hospitalist and ER groups

- Provides supervision for Nutritional Services, Laboratory, Radiology, IT, and Environmental Services departments in the absence of their managers.

Required Education and Experience
- RN preferred, LVN accepted with relevant experience.
- Previous experience in healthcare management or provider relations preferred.
- Strong organizational and communication skills.
- Proficiency in case management software and electronic health records (EHR).
- Ability to work collaboratively with a diverse team of healthcare professionals.
- Healthcare Accreditation Certified Professional (required).
- Rural Health Nurse Certification (required).
Preferred Education and Experience
- Preferred bachelor’s degree in business administration, Healthcare Administration, or a related field.
